To ask the Secretary of State for Transport, for what reason the Civil Aviation Authority renewed the ATOL licence for Balkan Holidays on 1 April 2025; and whether she plans to reform financial protection in the travel sector.
The Civil Aviation Authority (CAA) is independently responsible for administering the ATOL scheme. Decisions on ATOL licence renewal decisions are for the CAA to take independently.
The Department continues to work with the CAA on options for ATOL reform. We expect to provide an update on progress later this year.

The rights provided under The Package Travel and Linked Travel Arrangement Regulations 2018 (PTRs) have been key to resolving many consumer issues in recent years- including supplier insolvencies. DBT is looking to expand options for businesses to protect consumer deposits, while working with stakeholders and consumer organisations to identify whether the framework can be further strengthened.
In relation to ATOL, the responsibility of the Secretary of State for Transport. The ATOL Regulations have provided valued protection to consumers for over 50 years. The Department for Transport is continuing work with the Civil Aviation Authority (CAA) exploring how the ATOL scheme should operate in the future.

The ATOL protection scheme is managed by the UK’s Civil Aviation Authority on behalf of the Secretary of State for Transport. Officials at the Department for Transport have regular discussions with the CAA on the operation of the ATOL scheme, including on the status of the regulations in the Crown Dependencies. DfT officials also engage with their counterparts in Crown Dependencies on relevant issues.

The Civil Aviation Authority is the independent regulator responsible for the administration of the ATOL scheme. It would therefore not be appropriate for the Government to intervene in CAA licence renewal decisions.

The Civil Aviation Authority (CAA) carried out an initial consultation on ATOL Reform in 2021, which explored ways to improve the financial resilience of ATOL holders with better protection of consumer money. The CAA published their summary of responses to the consultation on 25 May 2022. We are working closely with the CAA and expect further consultation on firm proposals later this year.

The Government recognises the challenges businesses and consumers are experiencing regarding refunds for cancelled holidays and flights. Airlines are working hard to answer the high call volumes and to process the very large number of applications for refunds.
The Government appreciates the distress and frustration consumers may be experiencing. The Department for Transport is in regular conversation with UK airlines and working closely with the sector, the regulator and consumer groups to help ensure airlines deliver on their commitments.
The Civil Aviation Authority wrote to UK airlines and some non-EU carriers last week to emphasise their approach on the issue of refunds and setting out their expectation that airlines make refunds in a reasonable period.

To ask the Secretary of State for Transport, how much was paid into the Civil Aviation Authority administered ATOL scheme by UK airlines in (a) 2016, (b) 2017 and (c) 2018.
Airlines do not pay into the Air Travel Trust Fund. The ATT is principally funded by ATOL Protection Contributions (APC). The Civil Aviation (Contributions to the Air Travel Trust) Regulations 2007 enable the ATT to collect APCs from ATOL Holders for each person who books air travel covered by an ATOL. The Air Travel Trust Fund accounts are publicly available online.
