David Maclean: To ask the Secretary of State for Environment, Food and Rural Affairs what financial assistance her Department is making available to (a) Cumbria County Council, (b) Allerdale District, (c) Carlisle City Council and (d) Eden District Council to assist with meeting recycling targets. [209461] Mr. Morley: The main source of funding for the above councils is through the Environmental, Protective and Cultural Services (EPCS) block of annual Government grant. It is for the local authorities to decide what proportion of the block is invested in waste management services including recycling. In 2003-4 the Carlisle/Eden Partnership were awarded £1,155,035 from the National Waste Minimisation and Recycling Fund. In the same year Allerdale Borough Council received £424,665. Allerdale Borough Council received a further £597,116 from the fund in 2004-5. To relieve spending pressures in the waste area authorities received the following amounts in 2004-05: _________________________________________________________________________________________________. £ Cumbria County Council: 20,866 Allerdale Borough Council: 19,367 Carlisle City Council: 39,153 Eden District Council: 13,947 _________________________________________________________________________________________________. In 2004-05, Cumbria County Council received 143,361 in direct consultancy support through Defra's Waste Implementation Programme to undertake a county wide waste composition analysis. In the same year, Allerdale District Council received £18,275 to review their strategic planning for waste management, and Eden District Council received £12,800 for work looking at preventing commercial waste from entering its domestic waste stream. The Government has also announced a three-year targeted local authority Waste Performance and Efficiency Grant totalling £260 million A full list of the allocation to each authority in England in 2005-06 has been published. As part of this allocation authorities will receive the following amounts: _________________________________________________________________________________________________. £ Cumbria County Council: 210,178.14 Allerdale Borough Council: 29,375.43 Carlisle City Council: 32,344.53 Eden District Council: 15,997.07 _________________________________________________________________________________________________.

Tony Cunningham: To ask the Secretary of State for Work and Pensions when he will publish the inspection report of the Benefit Fraud Inspectorate in respect of Allerdale borough council. [64091] Malcolm Wicks: The Benefit Fraud Inspectorate's (BFI) report on Allerdale borough council was published today and copies of the report have been placed in the Library. This follow up inspection report shows that since the first inspection in October 1999 the council had made substantial progress in most areas of administering benefits. However, further improvements were still needed in counter fraud and overpayment. Allerdale had been struggling to bring work backlogs under control but the second inspection found work had been reduced to manageable levels through close management and monitoring of the situation. A significant increase in the number of staff in housing benefit administration and the appointment of a senior fraud officer as well as a restructuring of the teams in line with BFI's first recommendations had brought about a major improvement. In the fraud team, the long-term absence of a fraud officer had adversely affected the quantity and quality of investigations. BFI noted that the management was addressing the problems during the on-site phase of the inspection. The first inspection had also recommended the appointment of an overpayment officer. The council had done this and taken other positive steps to managing overpayment better. The situation has improved but further improvements are necessary to, in particular, improve debt recovery. Progress since the first inspection had been positively supported by greater involvement of Members and senior management in housing benefit administration and counter fraud work. Allerdale administered some £19 million in housing benefits in 2000-01. The report makes recommendations to help the council address weaknesses and to improve the administration of housing benefit and council tax benefit, as well as counter fraud activities. My right hon. Friend the Secretary of State is now considering the report and will be asking the council for its proposals in response to the findings and recommendations of the BFI.

Mr. Maclean: To ask the Secretary of State for the Environment, Transport and the Regions what steps he is taking to assist with the renovation of housing stock in (a) Eden, (b) Carlisle and (c) Allerdale districts. [44845] Mr. Raynsford: In common with housing authorities across the country, Eden, Carlisle and Allerdale receive resource allocations under the Housing Investment Programme for that purpose. In addition, Carlisle and Allerdale also benefit from the Capital Receipts Initiative. Allocations for the year 1998-99 are as follows: £ _________________________________________________________________________________________________. Housing investment programme Capital receipts initiative Allerdale 1,884,000 713,000 Carlisle 1,543,000 1,240,000 Eden 799,000 Nil _________________________________________________________________________________________________. Eden does not receive resources from the Capital Receipts Initiative since it is a "debt free" authority, and is therefore, unlike most authorities, able to use any capital receipts it generates to invest directly according to its local priorities. In addition, the Government have acknowledged the particular need to address investment on Allerdale's Salterbeck estate by this year approving Estates Renewal Challenge Fund bid, with provisional approval being given grant to just under £4m over the next three years.
