The Department does not hold a centrally published series showing the number of train delays that were caused specifically by trains striking non-human animals on the railway. Operational incident and delay attribution data are recorded and managed by Network Rail and train operators.

As outlined in the manifesto, this Government is committed to ending puppy smuggling. That is why Defra was pleased to support the Animal Welfare (Import of Dogs, Cats and Ferrets) Act 2025.
This Act gives the Government powers to prevent the supply of low-welfare pets to the United Kingdom.
Defra will use these powers to prohibit puppies and kittens being brought into Great Britain under six months old, dogs and cats with non-exempt mutilations, and heavily pregnant dogs and cats. Any appropriate exemptions to these prohibitions will be delivered via secondary legislation at a later date. In the meantime, Defra will continue to work with stakeholders including rescue organisations and consider their feedback. This Government is clear that any exemptions will need to be finely balanced against the risk of creating loopholes that could be exploited by bad actors.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the impact of current pet travel requirements on British athletes competing internationally in sporting events involving animals.
International equine movements are subject to border checks and individual countries’ imports requirements. These are vital to safeguarding animal health, human health and maintaining biosecurity. Requirements include vet checks and certification.
For movements between EU-UK, third-country imports requirements apply. Compliance with existing Border Target Operating Model controls must continue until further notice, because the UK’s biosecurity and public health must continue to be protected.
At the Leaders Summit on May 19, 2025, the UK and EU agreed to work towards a common Sanitary and Phytosanitary Zone to reduce delays and paperwork at the border. Negotiations with the EU on the agreement are underway. While discussions are ongoing, Defra cannot provide a running commentary. Defra will be reviewing arrangements as this work develops.
There are no plans to remove border checks for equines entering the UK from the Rest of the World.

The Department recognises that animal blood-enriched agar is a critical component in microbiological diagnostics, and we recognise the importance of a sustainable and secure supply of such materials.
There are a number of suppliers on NHS Supply Chain’s current framework which offer donor animal blood supply for diagnostic use which support a level of resilience across England. To date there has been no issues with supply.
Where challenges in the supply of key products arise, these would be escalated to the Department’s National Supply Disruption Response, which works collaboratively with suppliers, manufacturers, and system partners to understand the nature of the disruption and to support appropriate mitigations.
The Department does not routinely centrally collect detailed information on the source of the licensed donor animal blood used in the manufacture of blood-enriched agar.

My Department already recognises that horse riders are vulnerable road users with safety needs. Accordingly, the Highway Code covers horse riders and the need for drivers to exercise special care in relation to them.
The Highway Code was updated in 2022 to improve the safety of all road users, particularly the most vulnerable. Key changes included the introduction of a Hierarchy of Road Users, which ensures that those who do the greatest harm have the greatest responsibility to reduce the danger or threat that they pose to others, along with the strengthening of guidance on safe passing distances and speeds when overtaking horse-riders.
The advice on safe passing distances in Rule 163, says that motorists should “pass horse riders and horse-drawn vehicles at speeds under 10mph and allow at least 2 metres of space”.
The Government does not currently have plans to amend the Road Traffic Act in relation to horse riders.

Where a road traffic offence is criminal, those affected by the offence can expect to receive the services set out in the Victims’ Code.
The Victim’s Code is a practical statutory guide for victims of crime, including victims of road traffic offences, to understand what they can expect from the criminal justice system, and outlines the minimum level of service they should receive.
The Ministry of Justice is the lead government department for the Victim’s Code and has committed to undertaking a review of it.
That this House notes proposals for the creation of a Animal Protection Disclosure Scheme also known as Holly’s Law; further notes that this scheme could potentially reduce the number of repeated prosecutions against those who abuse animals and people as well as protect animals and people from potential harm and neglect; and calls upon the Secretary of State to bring forward regulations providing guidance for police on the exercise of their rights of disclosure, known as the right to know, under such a scheme.
