The Fisheries and Seafood Scheme (FaSS) is a grant scheme in England that supports more sustainable fishing and seafood businesses, including potential support for recycling end of life fishing gear. Through FaSS, Defra funded KIMO UK’s Fishing for Litter project, helping fishers bring litter ashore and expanding port storage and disposal facilities to support its safe collection and disposal.

In 2022 the Veterinary Medicines Directorate (VMD) initiated a collaboration with the Centre for Environment Fisheries and Aquaculture science (Cefas) with the support of the British Trout Association (BTA), to establish AMR surveillance in bacteria responsible for disease in UK farmed trout. Results from this pilot scheme have been reported in the UK Veterinary Antibiotic Resistance and Sales Surveillance Reports (2023 & 2024). Building on this work the development of a national surveillance programme for AMR in healthy aquatic animals – including finfish and shellfish – is currently under consideration.
The Veterinary Medicines Directorate has also established the Private Laboratories Initiative (PLI) to strengthen national AMR surveillance by capturing clinical data from private veterinary diagnostic laboratories, which are not currently included in government surveillance programmes. Addressing this surveillance gap will improve our ability to understand of AMR trends and detect emerging threats. This work includes aquaculture, with work underway led by Cefas. The Government have no current plans to prevent the import of farmed octopus products to the UK. Defra is not aware of any plans to establish octopus farming in the UK. Any such plans would be subject to relevant existing regulatory regimes.

The Government is committed to supporting sustainable, industry‑led growth of the aquaculture sector through a range of measures.
These include publishing new guidance on seaweed aquaculture regulation this year and offering clarity for businesses and regulators. The Centre for Environment, Fisheries and Aquaculture Science, working with Seafish and industry partners, is centralising aquaculture data for England and Wales to improve transparency and evidence‑based decision making. The Environment Agency continues to regulate wastewater discharges to safeguard waters used for commercial shellfish production.
While many aquaculture issues are devolved, the Government will champion sustainably produced aquaculture products from across the UK internationally. A thriving sector requires a strong trading framework, and the government is committed to building relationships with key trading partners.

The Government's position on Lough Foyle has not changed. The regulation of activities in Lough Foyle is the responsibility of the Loughs Agency, a cross-border body established under the Belfast Agreement of 1998. We remain fully committed to these arrangements, while open to ways to improve the management of the Lough.
