To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to help tackle fly-tipping in Ashford constituency.
To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to help tackle fly-tipping in Ashford constituency.
The Waste Crime Action Plan sets a zero‑tolerance approach to waste crime and fly-tipping. It includes £45 million for the Environment Agency to double the enforcement, new police-style powers for officers, and budget for tougher sanctions for offenders, such as penalty points on driving licences. We will also soon consult on giving local authorities the powers to issue fly-tippers with conditional cautions, one of a range of pre-court community-based sanctions. Locally, work to clear illegal waste from Hoads Wood continues to be delivered as per the agreed programme. Almost half of the site has been cleared down to the natural underlying clay level. Sampling of the natural ground is taking place to demonstrate all waste and contamination has been removed.

The Government set out a comprehensive package of measures in April 2025 to tackle long waiting times, aiming to deliver around 10,000 additional tests per month. A key step was reintroducing overtime incentives.
As well as this, the Driver and Vehicle Standards Agency (DVSA) is continuing with recruitment campaigns and going further to make the booking system fairer. These are practical steps to increase supply, protect access to tests, and bring waiting times down.
From recent recruitment at Ashford driving test centre (DTC), DVSA has had one new driving examiner (DE) complete training, with more test slots being opened as a result. This should mean Ashford DTC is now fully resourced, however, DVSA will be regularly reviewing the situation inline with modelling and recruitment needs.
Additionally, at Ashford DTC, 1,162 additional overtime tests were delivered between June 2025 and May 2026 when compared to the previous year. This increase can largely be attributed to the additional test allowance scheme the agency introduced in June 2025.
In the interest of transparency, DVSA has published more detailed data-sets so learners can get better understanding of the booking system. More information and waiting time data, including Ashford DTC and other DTCs serving the area, can be found on GOV.UK.

Natural England (NE) does not hold a record of a specific date on which it was first notified of organised criminal activity at Hoads Wood SSSI Site of Special Scientific Interest. NE visited the site in February 2020 with Ashford Borough Council and Kent County Council. Kent Police were also present to advise on the risks following reports of illegal activity.

The Environment Agency (EA) is in the process of removing all the waste from the site as per the requirement in the Ministerial Direction issued in May 2024.
The EA, Natural England, Forestry Commission and other local partners, are working together to develop shared post-clearance plans for the site, including measures to support the quickest ecological regeneration and how to mitigate risks of and respond to any potential further illegal activities at the site.

Border checks undertaken by competent authorities at the Sevington SPS Border Control Post are an important element of the system designed to manage biosecurity risks.
The Sevington facility is enabling the implementation of SPS controls at the border on EU goods under the Border Target Operating Model which are providing assurance that the underlying systems of controls are working as intended. These controls include import conditions, certification signed by veterinarian and plant certification authorities in exporting countries, risk assessments, border checks, and other intelligence led controls.

To ask the Secretary of State for the Home Department, what steps she is taking to tackle the use of catapults against (a) people, (b) animals and (c) property in Ashford constituency.
We are clear that catapults should not be used for illegal purposes, whether against wildlife, people or property.
The law already provides the police with powers relating to the use of any item as an offensive weapon including a catapult, and also if used in anti-social behaviour or for criminal damage.
Under the Wildlife and Countryside Act 1981 and the Wild Mammals (Protection) Act 1996, there are also offences around injuring and inflicting unnecessary suffering on wildlife. These measures give the police powers to deal with cases where wildlife is attacked, including cases involving the misuse of catapults.
We continue to keep all relevant legislation under review in the interests of public safety.

The risk of legitimate commercial loads not attending Sevington is mitigated by robust, data-backed enforcement options. Consignments called to Sevington for an inspection will have completed the necessary customs declarations and pre-notifications. These goods will not be legally cleared for sale or use within the UK until they have attended and been cleared at the Border Control Post (BCP).
Where the BCP has concerns, for example due to non-attendance, there are existing robust provisions for contacting the person responsible for the load. These provisions are enforceable through the data collected in customs declarations and pre-notification.
Meanwhile, vehicles suspected to be carrying illegal imports (e.g. those for which customs declarations and pre-notification have not been made or suspected to have been made in bad faith) will continue to be stopped and dealt with by Border Force at the point of entry to the UK, not sent to the BCP.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department has taken to clear up water ways in Ashford constituency.
The Government’s Water (Special Measures) Bill will the first important step in enabling wider, transformative change across the water sector, reducing pollution and cleaning up our waterways. The Government has also launched an Independent Commission into the water sector regulatory system, anticipated to form the largest review of the industry since privatisation.
With respect to the Ashford constituency, this year Environment Agency (EA) officers have inspected four permitted water company assets, with more planned in the coming months as part an increased programme of regulatory visits. No significant issues have been found so far. Where significant permit breaches or issues are identified, the appropriate enforcement response will be pursued according to the EA’s enforcement policy.
EA Agricultural Officers have been focusing their regulatory efforts in the Great Stour catchment this year. These inspections ensure farmers are operating in ways that reduce polluting inputs into watercourses.
The EA is also an active participant of the Kentish Stour Catchment partnership which identifies and commissions projects to improve water quality and river habitats across the catchment.

Operating costs for the Government-run Sevington border control post are designed to be recovered by the Common User Charge (CUC)
The Government will keep the CUC rates under review and will continue to consider the impact of the charge on businesses of all sizes across all sectors. Regular reviews will be undertaken to monitor levels of payment compliance and import flows through the short straits.
Further information on the charge and the operating costs at Sevington will be made available in due course.
To ask the Secretary of State for Education, what steps her Department is taking to support children diagnosed with dyslexia in Ashford constituency.
To ask the Secretary of State for Education, what steps her Department is taking to support children diagnosed with dyslexia in Ashford constituency.
The department is committed to improving support for all children and young people with special educational needs and disabilities (SEND), including those with dyslexia and other neurodiverse conditions.
Early identification of need and support is critical to improving outcomes for children and young people with SEND, including those with dyslexia. There is already a number of measures to help teachers do this, including the phonics screening check and statutory assessments at the end of key stage 2.
Measures have also been introduced to support the effective teaching of reading, including for those at risk of falling behind. This includes the English Hubs programme, the publication of the Reading Framework and an updated list of high quality phonics programmes for schools.
The English Hubs programme is dedicated to improving the teaching of reading, with a focus on supporting children making the slowest progress in reading. As part of the continuous professional development provided by the English Hubs, the Reading Ambition for All programme has been launched to improve outcomes for children who need additional support with reading, including those with SEND.
Ashford’s local English Hub is Kingsnorth. Further information is available here: https://www.kingsnorth.kent.sch.uk/english-hub.
