A number of Parliamentary Questions have been asked in recent months around the persecution of members and leaders of Christian congregations and other religious groups in Nicaragua, Colombia, Mexico and Cuba, and these are issues the Government continues to take very seriously as part of our commitment to promoting Freedom of Religion or Belief around the world. Specifically, on each of the countries raised by the Hon Member, I refer her to the answers provided to Questions 5332 and 5388 on 8 June, Question 5283 on 4 June, and Question 66106 on 17 July 2025.

We have been closely monitoring the security situation in Ecuador and the implications of the assassination of Presidential candidate, Fernando Villavicencio, on the current election process. I [Minister Rutley] met the Ecuadorean Ambassador to London on 12 September and discussed security challenges facing Ecuador and the implications for the elections. The UK is committed to supporting Ecuador in ensuring that the upcoming elections take place peacefully and in good faith.

It is the longstanding policy of successive British Governments not to comment on intelligence matters. We have long been clear about our concerns over the malign activity of the Islamic Revolutionary Guard Corps (IRGC). The UK has designated almost 300 Iranian entities and individuals including in relation to human rights, nuclear proliferation and terrorism. This includes the designation of the IRGC in its entirety. The UK is committed to working with the international community to ensure Iran abides by international laws and norms and is held to account for its destabilising activity.

The Haitian Government have not requested our assistance with the investigation and in accordance with our commitment to Haitian sovereignty and independence we are not rendering unsolicited support. It is extremely regrettable that the perpetrators of the assassination of President Moïse have not yet been brought to justice. This abhorrent act undermined the Haitian people's right to determine their own future democratically.
The UK continues to use our platform both in country and at the United Nations Security Council (UNSC) to support the Special Representative of the Secretary General for Haiti, Helen Meagher La Lime and the United Nations Integrated Office in Haiti, BINUH, in their ongoing diplomatic engagement with, and support to, the Haitian authorities and civil society.

How much do the Government understand that President Putin is conducting a hybrid war against the west, and how are they responding?

I told President Putin on Monday that I think everybody in the G7 and more widely is agreed that, if Russia were so rash and mad as to engage in an invasion of the sovereign territory of Ukraine, an extremely tough package of economic sanctions would be mounted by the UK and our friends around the world. Of course, there would also be support for Ukraine, and there would inevitably be a build-up of NATO forces in the periphery regions. As I told President Putin, I believe any such action would be catastrophic not just for Russia and Ukraine but for the world.

We condemn the attack on Iraqi Prime Minister Mustafa Al-Kadhimi that took place at the Prime Minister's home in Baghdad on 7 November. Prime Minister Johnson called Prime Minister Kadhimi later that day. He made clear that the UK stands by the Iraqi people and supports Prime Minister Kadhimi's call for calm and restraint. We stand with the Iraqi government, security forces and people in their rejection of political violence, and urge all disputes around the election to be settled through the proper legal channels.

The UK has always been clear that Jamal Khashoggi's murder was a terrible crime. We condemn his killing in the strongest possible terms, which is why we have sanctioned twenty Saudi nationals involved in the murder under the global human rights regime. The former Foreign Secretary raised the killing of Jamal Khashoggi during his visit to Riyadh last year, and we continue to raise it in our engagement with the Saudi authorities.
