The Department is not currently planning to amend regulations on luggage sizes for short haul air travel. As the aviation industry in the UK operates almost entirely in the private sector, permitted luggage sizes are a commercial decision for each airline.

The UK has among the highest aviation security standards in the world. UK airports are currently upgrading their security equipment, which is expected to offer the opportunity for passengers to be able carry larger volumes of liquids when travelling.

The Montreal Convention 1999 is the international convention that establishes airline liability for delay, damage or loss of baggage. In the event of baggage being lost, damaged or delayed, passengers should contact their airline. In the event they cannot reach an appropriate conclusion with the airline, passengers can escalate complaints either through Alternative Dispute Resolution, or through the Civil Aviation Authority Passenger Advice and Complaints Team.
We published the Aviation Passenger Charter in July 2022, which sets out the rights and responsibilities of passengers at each stage of their journey, including what to do if things go wrong, such as lost baggage.

The Secretary of State for Transport is responsible for setting the security measures that should be applied in the UK. The Department for Transport advises the industry on equipment that may be used for screening at an airport. This is set out in the DfT Approved Equipment List https://www.gov.uk/government/collections/aviation-security-screening-approved-equipment-list . All such equipment meets the standards set by the European Civil Aviation Conference (ECAC) of which the UK is a member.

The Government seeks to ensure equal access to air travel for all. Through the recently launched Aviation 2050 consultation the Department is considering a new Passenger Charter that will raise standards and enhance services for passengers, including disabled people and those with reduced mobility. This includes increased uptake of disability awareness training programmes for ground handlers, and addressing the difficulties faced when stowing wheelchairs in the hold of a plane.
