The Department maintains a year on year record of qualifying vessels operated by the companies in Tonnage Tax. This is based on returns supplied by those companies at the beginning of each training year in October. The returns for the 2021/22 training year produce a total number of 690 vessels. The figures for the requested ship registers are as follows:

Officials from the Maritime and Coastguard Agency (MCA) first made contact with the Bahamas Maritime Authority (BMA) on 21 March.
Following initial contact, the MCA were in regular contact with their counterparts in the Bahamas Maritime Authority (BMA) in relation to P&O Ferries and safety compliance and concerns related to safety and seafarers working and living conditions.

Officials from the Maritime and Coastguard Agency (MCA) have been in regular contact with their counterparts in the Cypriot, Bahamian and Bermudan registers since 21 March in relation to P&O Ferries and safety compliance.
The Cyprus flag authorised Lloyds Register to act on their behalf and MCA Port State Control Inspectors have been continuously liaising with Lloyds Register during the MCAâs Port State Control inspections on board the Cypriot-flagged vessels.
Maritime Inspectors from Bahamas and Bermuda have been on board their respective flagged vessels during the MCAâs Port State Control inspections and liaising with the MCA during these inspections.
The MCA discussed any concerns related to safety and seafarers working and living conditions with the Cypriot, Bahamian and Bermudan representatives as part of the Port State Control inspection.

Officials contacted the authorities in each state following notification of the redundancies by P&O Ferries. Initial responses were received from Cyprus on 23rd March, Bermuda on 24th March, and The Bahamas on 31st March.

Maritime and Coastguard Agency (MCA) officials have not had any discussions with representatives of the ship registers of (a) Cyprus, (b) Bahamas, (c) Bermuda or (d) Malta on the appointment of International Ferry Management as the employer of seafarers on P&O Ferries vessels operating from UK ports.
During their Port State Control inspections of the vessels, the MCA inspectors were presented with a Certificate of Compliance issued by RINA on behalf of the Maltese administration. This demonstrates that the recruitment and placement company, International Ferry Management, operate in accordance with the requirements of the Maritime Labour Convention.

According to the returns provided by companies within the UK Tonnage Tax scheme there are currently 11 vessels that are registered in Cyprus, 46 that are registered in Bahamas and 8 that are registered in Bermuda.

The Government wrote to the Insolvency Service on 23 March asking it to undertake an urgent and thorough enquiry into the recent actions of P&O Ferries, to determine whether the law has been complied with and consider prompt and appropriate action where it has not.
The Insolvency Service confirmed on 1st April that following its enquiries it has initiated both formal and civil investigations into the circumstances surrounding the redundancies made by P&O Ferries.
The Rt. Hon. Member will appreciate that while these investigations are being progressed it would not be appropriate to make further comment, but the Insolvency Service will provide an update in due course.

Total trade between the United Kingdom and Jamaica was £308 million in the four quarters to the end of Q3 2021. Total trade with The Bahamas was £301 million in the same period.
The United Kingdom has a trade deal with both Jamaica and The Bahamas providing duty-free quota-free access to the British market for their goods. In return, they have committed to gradually liberalise access for the majority of their British imports. The trade deal covers services trade, intellectual property, procurement and other areas to support trade with our Commonwealth family, backing businesses, creating jobs and boosting prosperity across our nations.

My Rt. Hon. Friend the Secretary of State has written to the Insolvency Service asking them to urgently undertake a thorough review into the actions of P&O Ferries. The UK is committed to rapid equitable access to safe and effective vaccines. We are among the largest donors to the COVAX Advance Market Commitment (AMC), committing £548 million which leveraged through match funding $1 billion from other donors in 2020. COVAX has supplied COVID-19 vaccines to over 125 countries and economies, including Antigua and Barbuda, The Bahamas, Barbados, Grenada, Jamaica, St Lucia, St Kitts and Nevis, St Vincent and the Grenadines and Trinidad and Tobago. The UK has also committed to share 100 million vaccine doses by June 2022, with the majority to go to COVAX.

DFID responded immediately to help those affected by hurricane Dorian through the deployment of a team of humanitarian experts to The Bahamas. Working alongside the Bahamas Government’s National Emergency Management Association, the Caribbean Disaster Emergency Management Agency and international partners, they helped assess the scale of needs, coordinate the emergency response and ensure aid quickly reached those affected.
Through the Royal Fleet Auxiliary ship Mounts Bay the UK were able to rapidly distribute emergency supplies, assist communities who were cut off, and clear debris to enable additional support to arrive. Mounts Bay has been in the Caribbean, loaded with relief supplies, since June to prepare for and provide life-saving emergency assistance in emergencies like Dorian.
The UK committed up to £1.5 million towards the immediate humanitarian response. Working closely with the Bahamian Government, this funding has enabled the delivery of critical aid supplies and helped coordinate the international response.

The Ministry of Defence (MOD) is tasked to provide a timely and appropriate response to the region and, working with our colleagues from the Foreign and Commonwealth Office, and the Department for International Development (DfID), we delivered extensive humanitarian assistance and disaster relief support using our pre-positioned vessel from the Royal Fleet Auxiliary (RFA Mounts Bay).
Hurricane Dorian was of the scale that it warranted the provision of additional follow-on medical and liaison teams from the UK. The MOD is now reviewing the effectiveness of the operation.
The Governmental response to Hurricane Dorian is ongoing, with a DfID colleague deployed with the Bahamian government, providing recovery advice. Our intervention enabled the Bahamian government, international aid agencies and other nations to provide further relief.
