I welcome what the Minister has said. I know that my hon. Friend the Member for Upper Bann (David Simpson) will welcome the proposal for Banbridge, which covers part of my constituency in the Dromore area. The Minister will be aware of widespread concern in my constituency about the withdrawal of emergency surgery services from the Lagan Valley hospital, and the fact that we have only one ambulance to cover evenings and weekends, with a population in excess of 100,000 people. I hope that the additional ambulance cover that the Minister talked about will be not a short-term solution but a long-term one, particularly in the light of the major roadworks that are about to commence on the Westlink, which will cause considerable traffic congestion on the M1.

I know that the hon. Gentleman has already raised this issue with my colleagues. The closure of the emergency service at Lagan Valley hospital is expected to increase patient journeys by probably about three journeys a day. An interim measure has been put in place to cover the emergency surgery, but the board has also identified the need for £150,000 additional funding permanently to manage those effects and is optimistic that it can find those resources to ensure that there will be no detriment to the hon. Gentleman's constituents.
We are keeping the matter of the Westlink under review. If it creates a problem because of lengthened journeys and difficulties for ambulances, it will have to be taken into account, and alternative measures will have to be provided to ensure that the hon. Gentleman's constituents will not be disadvantaged.

The Northern Ireland Ambulance Service has drawn up plans for enhanced ambulance cover in the Lagan Valley area to manage the additional patient journeys expected as a result of the closure of the emergency surgery at Lagan Valley hospital. The ambulance service has also submitted proposals to the Southern health and social services board for 24-hour cover at Banbridge. Those are currently being considered by the board.

Mr. Trimble: To ask the Secretary of State for Northern Ireland for what reason the proposal contained in the Contenders List for
the Schools Capital Building Programme to provide an extension and refurbishment to Banbridge Academy was unsuccessful; and what
criteria were used to make this decision. [102932]
Jane Kennedy: The schools' capital programme is determined on the basis of the highest educational need within the resources
available. A scheme to extend and refurbish Banbridge Academy was one of 46 high priority schemes that met the criteria to compete
for funding in this year's programme. However, as there were insufficient resources for all the competing schools, funding was
allocated on the basis of priority of educational need. Banbridge Academy was one of the schools that did not succeed this time
round. The criteria used to prioritise educational need (in order of weight) takes account of the suitability for teaching and
learning, the condition of the school and the number of temporary classrooms.

Mr. Ingram: My right hon. Friend the Secretary of State has made no representations to the Irish Government about the origin of the
bomb. The RUC are, however, continuing with their investigations with help from the Gardai.

Mr. Maginnis: To ask the Prime Minister what assessment he has made of the source, route in and component elements of the car bomb
defused in Banbridge on 6 January; and if he will make a statement. [22911]
The Prime Minister: The RUC have advised that, at approximately 1900 hours on 6 January 1998, telephone calls were received by a
radio station in Drogheda and the Samaritans in Newry warning that a bomb in a red Sierra car in the centre of Banbridge was due to
explode in 20 minutes. The car was located in Newry Street, Banbridge and the area was cleared. Following a number of controlled
explosions carried out by an Army Technical Officer, the device, which comprised approximately 500 lbs of home-made explosive, was
declared safe.
Police investigations into who or which organisation was responsible are continuing but the RUC have established that the vehicle
passed through the border crossing point on the main Dundalk to Newry Road, travelling towards Newry at around 1800 hours on 6
January 1998.
Unfortunately there are some in Northern Ireland not yet prepared to follow the path of peace and democracy and the RUC and Army
remain alert to the possibility of incidents such as this. They deserve great praise for clearing this device and preventing what
could have been widespread damage, injuries and deaths.
