The Foreign, Commonwealth and Development Office (FCDO) uses a combination of grants and other instruments, including loans, as most appropriate to deliver the intended outcomes and provide the best value for money. No existing FCDO International Climate Finance programmes have been switched from grants to loans linked with the recent announcement of £2 bus fares.

That this House acknowledges discussions around the ownership of Drax Hall Estate, a sugarcane plantation in St George, Barbados; notes that the Drax family generated large sums of wealth from the Drax Hall slave plantation, the family were financially compensated for the loss of 189 slaves during the abolition of slavery, and that the plantation is still used to harvest sugar and is estimated to be worth £4.7 million; is aware that Sir James Drax is attributed as being one of the first slave owners to convert from using indentured labour, where the worker can be freed once their debts have been paid, to enslaved labour, where the worker has no rights and may never go free; is saddened that, over 200 years, 30,000 slaves are estimated to have died at the Drax Hall plantation in Barbados and other Drax plantations across the Caribbean; and supports the Barbados Government in their endeavour to have ownership of Drax Hall returned to Barbados.

AstraZeneca, Pfizer, Moderna and Janssen vaccines administered in most countries, including Barbados, can generate a NHS COVID Pass. Closed pilots are available at selected vaccination centres for residents to request their overseas vaccines are uploaded to the national database. The service will be deployed nationally in December to support online bookings and further vaccination sites.

The Secretary of State for Foreign, Commonwealth and Development Affairs last spoke to the Prime Minister of Barbados on 19 May 2020. He and Lord (Tariq) Ahmad of Wimbledon, Minister of State for the Caribbean, speak to Ministerial colleagues in Barbados regularly, with the most recent such call being on 18 March 2021. The UK High Commissioner to Barbados is also in close contact with the Government of Barbados including Prime Minister Mia Mottley. They last met on 24 August 2021.

The UK is committed to rapid equitable access to safe and effective vaccines. We are among the largest donors to the COVAX Advance Market Commitment (AMC), committing £548 million which leveraged through match funding $1 billion from other donors in 2020. COVAX has supplied COVID-19 vaccines to over 125 countries and economies, including Antigua and Barbuda, The Bahamas, Barbados, Grenada, Jamaica, St Lucia, St Kitts and Nevis, St Vincent and the Grenadines and Trinidad and Tobago. The UK has also committed to share 100 million vaccine doses by June 2022, with the majority to go to COVAX.
