To ask the Secretary of State for Housing, Communities and Local Government, what Public Works Loan Board borrowing has been given to the London Borough of Barnet since July 2024, and on what terms and purposes.
Government does not publish individual local authority’s loans and interest rates, however, data on loans issued from the Public Works Loan Board is published at Historical Data. Further, authorities are required to report their financial position in their Annual Statement of Accounts. Local authorities also provide the government with data on their borrowing, including source of borrowing. The data can be found on gov.uk here Live tables on local government finance - GOV.UK.
Local authorities are responsible for setting their own capital strategies, as they are best placed to make local decisions that reflect the needs of their communities. In making those decisions, however, local authorities must comply with their legal duties and have regard to statutory guidance designed to ensure decisions are prudent, affordable, and sustainable. The Public Works Loan Board lending facility is a non-discretionary lender: it does not ask the purpose of a loan, as this would duplicate the decision-making structures of the individual local authorities.

To ask the Secretary of State for Education, what assessment she has made of trends in the number of looked-after children in the London Borough of Barnet.

Additional information on the numbers of looked after children can be found in the local authority interactive tool on GOV.UK. This shows rates of children looked after in Barnet are consistently below those of comparator areas and have remained broadly static in rate per 10,000.

To ask the Secretary of State for Education, whether her Department is taking steps to help increase the number of foster care placements in the London Borough of Barnet.
The department is investing over £36 million this parliament to deliver a fostering recruitment and retention programme, so that foster care is available for more children who need it. This will boost the number of foster carers recruited, as well as taking steps to retain the foster carers that we have.
Greater financial support for foster carers will help to improve the experience of all children in care. For the second year running, the department is uplifting the National Minimum Allowance (NMA) above the rate of inflation. For the 2024/2025 financial year, the NMA will increase by 6.88%. This is on top of a 12.43% NMA increase in 2023/24.
In addition, the department estimates that changes to tax and benefit allowances will give the average foster carer an additional £450 per year, as well as simplifying the process for self-assessment returns for most foster carers.

Local authorities are responsible for conservation areas. The Manual to the Building Regulations notes that where the functional requirement of Part B Fire Safety applies to buildings of special architectural or historic interest, local authority building control and conservation officers may be able to advise on how to comply appropriately, if guidance intended for common building situations might prove too restrictive.
We are aware of the action being taken by Barnet Council and continue to engage closely with them on the steps they are taking, following the Moss Hall Grove fire in June 2023.

We are aware of the action being taken by Barnet Council and continue to engage closely with them on the steps they are taking, following the Moss Hall Grove fire in June 2023. Department and Building Safety Regulator officials met with Barnet Council representatives on 10 April and visited the impacted buildings on 3 May. I look forward to meeting my Rt Hon Friend soon to discuss further.

Trading Standards provide a range of services that fall under the remit of a number of Departments. However, Trading Standards services are delivered by Local Authorities, who are responsible for their operation and effectiveness. As Local Government is independent of Central Government, the Department for Business does not therefore have a remit to assess the performance of Trading Standards and would not therefore produce or publish league tables of such bodies.

To ask the Secretary of State for Health and Social Care, what safety checks his Department is recommending that the NHS carry out in Barnet on reinforced autoclaved aerated concrete.
NHS England has provided guidance for trusts nationally on how to establish the presence of reinforced autoclaved aerated concrete (RAAC) in their estate. There is ongoing engagement with trusts on a national and regional level to ensure RAAC is identified across the National Health Service estate. Where structural surveys identify RAAC in their estate, trusts are inducted into the national remediation programme.
The NHS already has a comprehensive mitigation plan in place for hospital buildings with RAAC, including significant additional funding totalling £698 million from 2021 to 2025 for trusts to put in place necessary remediation and failsafe measures, such as propping, as well as to eradicate RAAC in non-whole hospital sites.
