Following a thorough review, the Foreign, Commonwealth & Development Office (FCDO's) aid budget has been allocated in accordance with UK strategic priorities against the challenging financial climate of COVID-19. FCDO programme managers are currently working with their suppliers and delivery partners to determine the precise allocations for each programme. Each country's full budget will be published in due course, including in the FCDO Annual Report and Accounts, and in the 'Statistics on International Development: Final UK Aid Spend' publication.

The portfolio agreed by the Foreign Secretary will focus our investment and expertise on issues where the UK can make the most difference, and achieve maximum strategic coherence, impact, and value for money. We remain a world-leading aid donor, and across HMG, will spend more than £10 billion this year to fight poverty, tackle climate change , and improve global health.

HM Government shares the British public's high regard for animal welfare. There are restrictions on some skin and fur products, which cannot be legally imported into the United Kingdom. These include fur from cats and dogs, seal skins and products from commercial hunts. Legislation has prohibited farming of animals for their fur since 2000 in England and Wales, and 2002 in Scotland and Northern Ireland.

Once our future relationship with the EU has been established, we will have the opportunity to consider further steps we could take in relation to fur sales – and our commitment to tackling the illegal wildlife trade more generally.

For continuity trade agreements, it is important to be clear that these are the EU’s trade agreements that we are simply seeking to replicate in order to secure continuity for British businesses, but foreign partners should be under no illusion that HM Government is clear in its commitment to protect endangered species and uphold our animal welfare standards.

The British Army Training Support Unit Belize is not offered to other nations for their use, but the Army does seek to facilitate any requests for such use that may be made. Within the last year, the United States, the Netherlands and Norway have used the facilities. Currently, the same three nations are planning to train there in the coming year.

The UK continues to champion the rights of LGBT people. We welcomed the decriminalisation of consensual same-sex activity in both Belize and Seychelles in 2016. However, we recognise that more needs to be done to address discrimination, and to promote diversity and tolerance.

In both Belize and Seychelles, the British High Commissions are in close contact with the LGBT community and continue to provide them with advice and support. The British High Commissions, together with our partners in both countries, raise concerns about LGBT rights and equality with the governments at every opportunity.

DFID does not have a bilateral programme with Belize but it benefits from a number of DFID Caribbean regional programmes.

The most recent official publication on UK Government spending shows that £422,625.63 of Official Development Assistance (ODA) was spent in Belize in 2016.

The Statistics on International Development (SID) publishes an overview of UK spend on International Development in the calendar year; the SID began publishing data in 2009. Since 2009 the UK Government has spent £4,753,199.18 in Belize.

In Guatemala, a Foreign and Commonwealth (FCO) funded project focuses on developing agro-forestry systems to help improve the lives and finances of local families, and reduce the likelihood of illegal incursions into Belize to farm land or collect forest resources.

In Belize, a FCO funded project focuses on improving the protection of forest and water resources for communities on the border with Guatemala. This will help to promote sustainable economic development in the area which will improve the lives and finances of local families, as well as supporting mutual cooperation.

Tolerance, respect, equality and non-discrimination are all important UK values. I therefore welcome the recent ruling from the Supreme Court in Belize and hope that, following the appeal made by the Belize Catholic Church, the decision will stand. I also hope countries across the Caribbean and the wider Commonwealth which continue to criminalise private consensual sexual conduct between adults of the same sex will consider this judgment carefully and be encouraged to make similar updates to their own legislation.

The Government receives regular reports on the territorial dispute between Belize and Guatemala, including the area around the Sarstoon River.

I met Foreign Minister Elrington of Belize and Foreign Minister Morales of Guatemala on 25 May to discuss the border dispute and progress towards referring the the dispute to the International Court of Justice.

I last met Foreign Minister Elrington of Belize and Foreign Minister Morales of Guatemala on 25 May to discuss confidence building measures and further steps towards referring the border dispute to the International Court of Justice. We continue to encourage both countries to enhance confidence and trust between them by engaging in constructive dialogue, building on the provisions established by the 2005 Confidence Building Measures. We fund a number of projects to support increased economic activity in the border region, with the aim of reducing the need to cross the border illegally.

The Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), visited Belize in November 2012; and the former Parliamentary Under Secretary of State and Minister for International Security Strategy at the Ministry of Defence, my hon. Friend the Member for South West Wiltshire (Dr Murrison), visited Belize in March 2013. Our High Commissioner in Belmopan regularly raises human rights and the treatment of lesbian, gay, bisexual, transgender and intersex people with representatives of the Belizean government.

We regularly raise the treatment of lesbian, gay, bisexual, transgender and intersex (LGBTI) people with the Government of Belize. On 4 February 2015, our High Commissioner in Belmopan met with the Belizean Foreign Minister, the Honourable Wilfred Elrington, to discuss human rights and the treatment of homosexual men and women. The UK also raised LGBTI rights at Belize’s last Universal Periodic Review at the UN in 2013.

Our focus in Belize has been on working to uphold the rights and freedoms of lesbian, gay, bisexual, transgender and intersex people in all circumstances. More generally, we believe that access to treatment for human immunodeficiency virus infection and acquired immune deficiency syndrome (HIV/AIDS) should be without discrimination, and that discriminatory laws that impede access to treatment should be addressed. This is true in Belize as elsewhere.

Work to combat violence and discrimination against Lesbian, Gay, Bisexual and Transgender (LGBT) people forms an important part of our wider international human rights work. The Foreign and Commonwealth Office works through our Embassies and High Commissions, and through international organisations, including the Commonwealth, the EU and the UN, to promote tolerance and non-discrimination against LGBT people and to address discriminatory laws, in particular those that criminalise homosexuality.

The UK has been a member of the LGBT core group in Geneva since 2011, playing a key role in passing the UN’s first ever resolution on LGBT rights and recently joined its counterpart group in New York.

Within the Commonwealth we continue to encourage the Secretariat and the Secretary-General to do more to promote the rights of its LGBT people. The former Foreign Secretary, my Rt hon friend the Member for Richmond, Yorks (William Hague), wrote to the Commonwealth Secretary-General in March urging him to take concrete action to address this issue within the Commonwealth.

Information on whether individuals from Belize have been recruited into the armed forces and applied for British citizenship was not aggregated in national reporting systems prior to November 2012. This information could be obtained only by a disproportionately expensive manual case by case search to collate the data.
