Officials from the British High Commission in New Delhi regularly engage with the Royal Government of Bhutan on a range of issues, including COVID-19. Almost all adults in Bhutan have received a first dose of their COVID-19 vaccine. The Royal Government of Bhutan is exploring options to procure doses for its second round of vaccinations. The UK is engaging locally with manufacturers and international partners on how best to support Bhutan's vaccination programme. The UK has already committed £548 million to the COVAX facility which will supply vaccines to up to 92 low-middle income countries.

The Foreign Secretary and I, alongside other British Government Ministers, routinely raise our concerns about the persecution of religious minorities, including Christians, where this occurs. He recently asked the Bishop of Truro to conduct an independent review of the persecution of Christians around the world to help inform this important area of our work and ensure it is targeted and effective. The Government works with a large number of NGOs, including Open Doors, to help promote and protect freedom of religion or belief. We use information from a wide range of sources to inform our work.

The UK contributes to aid and assistance in Bhutan primarily through the EU. The EU development programme for Bhutan from 2007-2013 was €14 million and focused on support for renewable natural resources and enhancing good governance. The 2014-2020 programme is a €42 million package focused on strengthening civil society, supporting local governance and developing sustainable rural livelihoods by enhancing food and nutrition security and generating employment opportunities.
There was no bilateral spend in financial years 2013-14 or 2014-15. In financial year 2012-13 the UK spent:
• £15,000 on a high-level visit to the UK headed by the Bhutanese Chief Justice. The purpose of the visit was to develop relationships in the field of judicial and advocacy training, explore ways of developing cooperation and mutually beneficial trade links.
• £14,610 on a Chevening Scholarship for a Bhutanese journalism scholar.

The UK Government has not assessed the potential contribution of deforestation in South Asia to flooding in Sunamganj district. Specifically, however, we closely monitor Bangladesh's vulnerability to flooding and natural disasters and respond in areas of high vulnerability. In Sunamganj, UK support provided through the Comprehensive Disaster Management Programme will deliver embankments, canal excavation and village walls to protect communities from flooding. Across Bangladesh, DFID's climate change and disaster resilience programmes will provide 15 million people with access to early warning systems for floods and cyclones.

For example, DFID is working closely with the Government of Nepal through its Multi-Stakeholder Forestry Programme to address deforestation and illegal logging.
