The information requested is provided in the attached excel tables. These tables include data covering the period 2020 – 2024 on:
(a) The number of offenders who were convicted of the specified offence (all disposal types); and,
(b) The number of offenders who were convicted of the specified offence but did not receive an immediate custodial sentence, by the number of previous convictions for that specified offence.
This data is not regularly published or held in an easily accessible format. The information supplied has been sourced from a bespoke retrieval from the Police National Computer database.
To note, figures from 2020 and 2021 have been affected by measures taken to combat the COVID-19 Pandemic and the subsequent effect this has had on the court backlog. Additionally, figures from 2022 will have been affected by the Criminal Bar Association strikes.

The safety of the public, including suspects, and police officers is paramount. Decisions on police operational tactics, including for pursuit, are a matter for the police who are required to act lawfully, proportionately.
The Government has no plans to issue guidance for police officers on tactics as police have the knowledge, expertise and training to inform proportionate tactical decisions.

The central aim of our police reforms is to protect and revitalise neighbourhood policing. We are lifting national responsibilities from local forces so they can focus on tackling issues of key concern to communities, such as dealing with bike theft. The Neighbourhood Policing Guarantee will ensure that every community in England and Wales will have named and contactable officers dealing with local issues, and that neighbourhood teams spend the majority of their time in their communities providing visible patrols and engaging with local communities and businesses.
In addition, we are also providing the police with new powers to support their response. The Crime and Policing Bill, now at Committee Stage in the House of Lords, will ensure that Officers can enter and search premises where stolen items – such as GPS-tracked bicycles – are reasonably believed to have been stolen and located, and where it is not reasonably practicable to obtain a court warrant. This will significantly enhance the ability of the police to act swiftly and effectively in recovering stolen property.

Fear of having a bike stolen can be a serious deterrent to those who might want to take up cycling.
Active Travel England is providing funding for local authorities to introduce secure cycle parking. In addition, the British Transport Police are tackling cycle theft at rail stations by both uniformed patrols and use of plain clothes officers at hotspot locations.

I am aware that bike theft is a major problem and that the fear of having a bike stolen can act as a serious deterrent to those who might otherwise want to take up cycling. Active Travel England is providing funding for local authorities to introduce secure cycle parking. Ultimately, enforcement of offences concerning cycle theft and advice on preventative measures is a matter for the police.

Data on deaths and injuries in reported road collisions is based on information reported to the Department by police forces in Great Britain via the system known as STATS19.
STATS19 does not distinguish between e-bikes, which will be included within the pedal cycle or electric motorcycle categories depending on their power rating. Additionally, STATS19 does not assign blame to any of the participants in collisions, so that it is not possible to provide figures on injuries or deaths caused by any mode of transport.
The number of deaths and injuries in collisions involving e-scooters and pedal cycles is shown in the table, for the three most recent years for which figures are available. In most cases, the casualties was the rider of the e-scooter or the pedal cyclist themselves.
