The government has launched the Timms Review to ensure we have a system that supports disabled people to achieve better health, higher living standards and greater independence, including through employment.
The Review is being co-produced with disabled people, the organisations that represent them, carers, clinicians, experts, MPs and other stakeholders, so a wide range of views and voices are heard.
As the government is not entering the Review with a fixed set of outcomes, and the steering group is responsible for developing its recommendations, I cannot pre-empt the conclusions of this work. For that reason, it is not possible at this stage to determine what legislative vehicle may be required to implement any changes arising from the Review.
The Review is expected to report to the Secretary of State for Work and Pensions in autumn 2026, and its outcomes will be reported to Parliament, where there will be a general debate on the Review in government time.

The case for clean energy and climate action is stronger than ever. If we do not take action now, we will miss out on all the opportunities of the transition – including reducing our exposure to volatile fossil fuel markets, protecting bill payers, warmer homes, cleaner air, good jobs and increased access to nature.
This is an investment in our infrastructure, our economy and our future. The OBR has been clear that the economic costs of delayed or insufficient action are far larger than the investment requirements of a managed transition, and estimates that under a 3°C global warming scenario, UK GDP could be around 8% lower by the early 2070’s, compared to a no climate change baseline.

The Procedure and Privileges Committee’s Third Report of session 2023-24 (HL Paper 73) recommended various changes intended to encourage brevity during the amending stages of bills, including at report stage and during Lords consideration of Commons amendments. It recommended that the advisory speaking time for backbench members during all amending stages should be reduced from 15 minutes to 10 minutes, except where a backbencher moves the lead amendment in a group (when they would have 15 minutes,). It also recommended guidance that members other than the minister pressing or withdrawing an amendment at the end of a debate should be brief. These recommendations were agreed by the House on 19 March 2024, and the guidance is set out in paragraph 4.41 of the Companion to the Standing Orders.

The Chief Secretary to the Prime Minister was referring to the Act passed in 1478 depriving George Nevile, the then-Duke of Bedford, of his peerage.

The fact that the Law Officers advise on Bills through the government collective agreement process before they are introduced to Parliament is public knowledge. However, on specific matters, the fact that the Law Officers have advised or have not advised, and the content of their advice, must not be disclosed outside government without their authority. Such authority is rarely given. This principle is known as the Law Officers’ Convention and can be found at paragraphs 21.27 of Erskine May and 5.14 of the Ministerial Code.

The Skills England Bill will be introduced as soon as Parliamentary time allows. The Bill will transfer functions from the Institute for Apprenticeships and Technical Education to Skills England, and will be an important part of steps taken to establish Skills England in phases over the next 9 to 12 months.
