To ask the Secretary of State for Science, Innovation and Technology, what funding her Department has allocated to support biotechnology start-ups in the UK.
UK Research and Innovation (UKRI), has awarded over £320 million to support biotechnology start-ups through a range of programmes spanning early-stage research commercialisation through to company growth. Support includes over £80 million through Biotechnology and Biological Science Research Council (BBSRC’s) Proof of Concept fund and more than £6 million for the Innovate UK ICURe pre-accelerator to help researchers develop commercial ventures. Early-stage companies are also supported through the UK Innovation and Science Seed Fund the BBSRC and Science and Technology Facilities Council (STFC) Deep Tech Catalyst Bio incubator, and investment in research and innovation campuses and innovation awards.
Since July 2024, Innovate UK has also committed £56.2 million in grant funding to support small and medium sized businesses test and develop innovative healthcare solutions through their Biomedical Catalyst programme.

The Government is taking steps to ensure the UK remains at the forefront of the global agricultural biotechnology sector, which is expected to reach £232.23 billion by 2034.
Precision breeding is a key growth technology within engineering biology, and a critical subsector in the Industrial Strategy. The global plant and precision breeding market is currently worth approximately £6.7 billion and is expected to grow to over £10 billion by 2030. By enacting the Genetic Technology (Precision Breeding) Regulations 2025 we have the potential to be at the forefront across Europe and to be a major global competitor in this rapidly growing industry.

Life sciences, which includes biotechnology, is one of the priority sectors under the Government’s Industrial Strategy. This summer the Government published the UK Life Sciences Sector Plan, setting out a bold ambition to make the UK the leading life sciences economy in Europe by 2030. The Plan supports growth across the whole of the UK, including Northern Ireland, recognising its particular strengths in precision medicine, diagnostics, advanced manufacturing and clinical research. The Office for Life Sciences is working closely with the Northern Ireland Executive to align priorities, attract investment, and deliver growth in Northern Ireland’s life sciences sector.

The Department for Business and Trade is committed to making the UK an outstanding place for life sciences companies to start and scale. The Office for Life Sciences has a target to see more scale-up finance raised by life sciences businesses in the UK than anywhere else in Europe. A dedicated stream of work is being delivered to support small and medium-sized biotechnology and pharmaceutical companies.
The Department of Health and Social Care and Department of Science, Innovation and Technology are developing tailored approaches for SMEs in parallel, to ensure that they can access the UK’s research infrastructure effectively.

Defra has been clear, including in initial SPS agreement discussions with the EU, on the importance of supporting the use of new and innovative technologies such as precision breeding. Defra remains committed to the Precision Breeding Act 2023, and the secondary legislation needed to implement the Act for plants is due to commence in November 2025.
