The Condition Data Collection (CDC) is one of the largest and most comprehensive data collection programmes in the UK’s public sector. It collected data on the building condition of government funded schools in England. It provides a robust evidence base to enable the Department to target capital funding for maintaining and rebuilding school buildings.

The key, high level findings of the CDC programme were published in May 2021 in the ‘Condition of School Buildings Survey: Key Findings’ report. Individual CDC reports have been shared with every school and their responsible body to use alongside their existing condition surveys to plan maintenance schedules and investment plans. The Department plans to publish detailed school level CDC data. The Department is still preparing the data and will publish it as soon as possible.

Well maintained, safe school buildings are a priority for the Department. Our funding is directed both to maintaining the condition of the school estate and rebuilding schools. The Department has allocated over £13 billion for improving the condition of schools since 2015, including £1.8 billion committed this financial year.

The ten year School Rebuilding Programme (SRP) is condition led. 400 of the 500 available places on the programme have been provisionally allocated. Of the 400 so far selected, none are in Birkenhead or Brighton Kemptown constituencies.

The 239 schools announced in December 2022 will enter delivery at a rate of approximately 50 per year, over a five year period from 2023. The Department is currently undertaking due diligence on these schools prior to scheduling them, with schools prioritised according to the condition of their buildings, readiness to proceed, and efficiency of delivery. The scope and funding for each project will be confirmed following detailed feasibility studies and condition surveys of buildings.

Where a school identifies significant safety issues with a building, that cannot be managed within local resources, the Department considers additional support on a case-by-case basis. This includes applications for Urgent Capital Support (UCS) from eligible institutions. Schools eligible for Condition Improvement Fund (CIF) can apply for UCS where there are urgent health and safety issues that threaten school closure and cannot wait until the next CIF bidding round.

Birkenhead was awarded £25 million in 2021 for a Town Deal to be delivered over 5 years. This funding will support 10 projects, including the £5.7 million 'Transport Shed' which will create a new transport-based heritage visitor attraction for Merseyside and a £3.5 million 'Wellbeing and Opportunity Hub' serving as a new national Centre of Excellence in how arts and culture can be used to reimagine how mental health is supported and understood. Funding is released annually as projects develop and so far, the town has received over £7.3 million, including £2.25 million of accelerated funding and upfront capital which was made available to kickstart delivery and support towns in the early stages of the programme. We continue to work with Wirral Council and the town to ensure projects are progressing well, on time and to budget.

An overarching Equality Impact Assessment has been completed for all offices, including Birkenhead, affected by the plan to restructure the Insolvency Service’s estate to eleven regional offices. A copy of this document will be placed in the Libraries of the House.

As part of the business case to restructure its estate, the Insolvency Service has carried out an Equality Impact Assessment on the plans to close offices including Birkenhead.

The agency is engaging stakeholders as part of an on-going process.

As we rebuild, we must build back better, greener, and faster. This means supporting green jobs, levelling up, accelerating our path to net zero, and creating long-term advantage for the UK.

Spanning clean energy, buildings, transport, nature and innovative technologies, the Ten Point Plan will mobilise £12 billion of government investment to unlock three times as much private sector investment by 2030. In doing so we will support a further 90,000 green jobs across the UK by 2024, and up to 250,000 by 2030. Job estimates at a constituency level are not available.

The Universal Credit programme from its inception has been, and continues to be, subject to a robust regime of internal and external scrutiny, including oversight from the Work and Pensions Select Committee, the Public Accounts Committee, the National Audit Office and the Infrastructure and Projects Authority.

The Disability Confident (DC) scheme was launched in November 2016 and supports the Government’s commitment of helping one million more disabled people into work by 2027. Disability Confident provides employers with the knowledge, skills and confidence they need to attract, recruit, retain and develop disabled people in the workplace. The scheme is designed as a journey, with all employers starting at Level 1 and progressing through the scheme at their own pace. Accreditation for each level lasts for 3 years. No employer is too small or new to start the journey and even the most experienced employer will still find new techniques and best practice that can help them. As of 13/9/2019, the latest published figures show that over 13,600 employers are signed up to the scheme nationally at the following levels: Level 1 - DC Committed (10,031), Level 2 - DC Employer (3,336), Level 3 - DC Leader (244) of those, 62% are small or micro employers and 80% are SMEs. All main Government departments are DC Leaders (Level 3) and over 83% of Local Authorities signed up, with good penetration of NHS and blue-light services. In Birkenhead there are 42 Disability Confident organisations; 31 DC Committed (Level 1), 10 DC Employer (Level 2) and 1 DC Leader (Level 3). Of the 157,000 jobs currently advertised on the DWP Find a Job website, over 20,000 are from DC employers – totalling 13%.

There is a team of staff within Hordan House who are currently deployed on Work and Health Decision Making. This work is managed nationally and outstanding decisions can be moved around virtually to different locations if necessary. Currently in Hordan House, there is capacity to clear the allocated Work Capability Assessment decisions each week and also import decision work from the network on a regular basis. If support is needed work can be moved out, across the network, but this is not usually necessary in Birkenhead.

Other staff within Hordan House are currently deployed on Maternity Allowance (MA). Staffing levels are reviewed regularly to meet the demand of our customers and, following a recent review, a decision was made to increase the staffing deployed to MA, supporting Birkenhead with the clearance of MA applications.
