Since the 19th century there have been statutory restrictions on members of the Catholic and Jewish faiths making – and advising the Crown on – appointments in the Church of England. This includes the Prime Minister and Lord Chancellor, who advise the Monarch on bishops and other offices in the established church. There are no current plans to reduce the number of Lords Spiritual in the House of Lords.
That this House notes with deep sadness the death of the Bishop of Guildford, the Rt Revd Andrew Watson, who died on 3 March 2026 shortly after a diagnosis of terminal cancer; recognises decades of dedicated service within the Church of England, including 11 years as Bishop of Guildford and four years as a Lords Spiritual; further notes his dedication to interfaith dialogue, his particular interest in addressing inequality and empowering lower income communities, and his significant contribution to the Anglican Communion; extends its deepest condolences to his wife and family and all who mourn his loss; and celebrates the legacy of a much loved bishop whose life of faith, service and kindness touched communities across Surrey, the Church of England and beyond.

Additionally, the current Clergy Discipline Measure was approved by Parliament in 2003 and came into operation in 2006. The legislation requires allegations of misconduct against a bishop to be laid before the relevant archbishop and allegations of misconduct against an archbishop to be laid before the other archbishop. The General Synod has recently passed a new Clergy Conduct Measure, which, if approved by Parliament, will replace the Clergy Discipline Measure in 2027. Under the Clergy Conduct Measure, allegations against an archbishop are to be laid before an independent judge.

The Department is committed to this approach, recognising that an immediate priority for the National Health Service in developing Neighbourhood Health Services is to support individuals with complex needs, especially older people, those living with frailty, and those at the end of life. We expect neighbourhood teams and services to be designed in a way that reflects the specific needs of local populations, including services for elderly people.

There are no plans to review the role and voting rights of the Lords Spiritual in the House of Lords.
The Government has set out an ambitious programme of House of Lords reform in its manifesto, including a commitment to replace the House of Lords with an alternative second chamber that is more representative of the regions and nations. The Government will consult on proposals for an alternative second chamber, seeking the input of the British public on how politics can best serve them.

The UK Government has yet to receive the Isle of Man Constitution Bill 2023 from Tynwald.
The time required to scrutinise Crown Dependency legislation prior to Royal Assent varies depending on its complexity and any legal or constitutional questions that arise, including where clarification is needed from Law Officers in the Islands. Any decision on whether a Crown Dependency law can be recommended for Royal Assent will depend on the outcome of that process and as such, it would not be appropriate to speculate on the timing or outcome of the scrutiny in respect of the Isle of Man’s Constitution Bill in advance of its receipt.

As one of the Church of England’s National Church Institutions (NCIs), the Archbishops’ Council, in consultation with the other NCIs, manages the Living in Love and Faith programme. The Archbishops’ Council, as part of its standard operations, maintains a risk register for the programme, and relevant NCIs monitor the risks and opportunities arising from this and other matters. This register is kept under regular review.

The Government recognises that there are historical restrictions in statute on Roman Catholic and Jewish people making and advising the Crown on Church appointments. The Government will keep this matter under review but, given other pressing issues, this is not a current priority.
