Since issuing the improvement notice to Derbyshire County Council in January 2025, the department is regularly and closely monitoring and tracking outcomes against Derbyshire’s local area partnership’s special educational needs and disabilities (SEND) improvement plan, including the time taken to issue high quality education, health and care plans in line with statutory expectations, so that children and young people can access the support they need in a timely manner.

The department has commissioned a SEND adviser to identify barriers, challenge, support and monitor progress against the partnership’s plan. Departmental officials scrutinise reports through a series of formal stocktakes and meetings with local leaders and attend the partnership’s SEND Improvement and Advisory Board which meets monthly and is overseen by an independently appointed chair.

The Environment Act 2021 requires all water companies, including Severn Trent, to publish near real time Event Duration Monitoring (EDM) data for all storm overflows. EDM installation follows specifications set out in the CIWEM (Chartered Institution of Water and Environmental Management) Event Duration Monitoring Good Practice Guide to ensure robust data quality.

The Government has consulted on strengthening penalties for water company offences. This could include strengthened monitoring requirements and clearer enforcement mechanisms to give the Environment Agency new tools to respond where defined monitoring failures occur at overflow locations.

A joint local area special educational needs and disabilities (SEND) inspection was undertaken by Ofsted and the Care Quality Commission (CQC) in September 2024, which found widespread and systemic failings leading to significant concerns about the experiences and outcomes of children and young people with SEND.

An improvement notice was issued on 14 January 2025. Ofsted and the CQC approved the priority action plan submitted by the local area partnership (LAP), and a monthly, independently chaired, assurance board monitor’s progress.

The department has put in place systems to track outcomes against the LAPs plan. This includes commissioning a SEND adviser to work collaboratively with an NHS England adviser to challenge, support and monitor progress. Additional support is provided through an intervention support fund, and training through a consortium led by the Council for Disabled Children. Council leaders have written to the department setting out their progress and confirming their commitment to making the improvements necessary.

Ofcom is responsible for assessing and reporting on mobile network coverage across the UK. As part of the work to improve the accuracy of mobile coverage data, Ofcom updated their definition of ‘good’ mobile coverage in June 2025 to align with user’s expectations of their mobile service today.

According to their Connected Nations Annual Report, published on 19 November 2025, when applying Ofcom’s updated definition of ‘good’ coverage, which represents combined 4G and 5G coverage, 98.7% of the constituency area of Bolsover has access to this level of connectivity from at least one network operator, with 70.6% of the constituency landmass having ‘good’ coverage from all four.

Our ambition is for all populated areas to have access to higher quality standalone 5G by 2030, and government is working closely with mobile network operators to ensure that the investment that they have committed translates into benefits for communities right across the UK, including in Bolsover. This includes the identification and removal of barriers to deployment where required.

The government recognises there is a desire for more detail on the long-term future of the properties acquired for HS2, following the lifting of safeguarding along the former Phase 2 Eastern Leg and the announcement of the planned disposal programme for Phase 2 properties in July this year.

The government is currently procuring a specialist agent to lead development of a disposal strategy and to deliver the programme. The programme will start on the former Eastern Leg. We expect to begin sales on the open market from Spring 2026 onwards. We aim to dispose of surplus property in a sensitive and sensible way in compliance with Treasury rules. We will ensure that wherever possible tenancies can come to their natural end and that we do not flood local markets.

In its role as the UK’s export credit agency, UK Export Finance has a range of products designed to support exporters or businesses in the whole of the UK with export potential. In 2024/25, UKEF provided £14.5 billion in support for UK exports. Earlier this financial year, UKEF provided a sizeable guarantee through its Bond Support Scheme to a business in nearby Shirebrook to support its export of freight wagons to Ireland. We will deliver 700,000 extra urgent dental appointments per year, and ICBs have been making extra appointments available from 1 April 2025. The Derby and Derbyshire ICB is expected to deliver 16,298 additional urgent dental appointments as part of the scheme.

In the last five years, the Care Quality Commission carried out ten inspections or re-inspection activity, across the time frame, for six care homes in the Bolsover constituency. Seven assessments of care homes resulted in a rating of “requires improvement” and three resulted in a rating of “inadequate”. This data has been taken from the five-year period starting 1 July 2020.

The Government is thoroughly reviewing the position it has inherited on HS2 and wider rail infrastructure before setting out more detailed plans in due course, including future plans for HS2 Phase 2b Eastern Leg safeguarding.

The government has given a long-term commitment for funding through to 2034-35 to improve the condition of schools and colleges across England. We are investing almost £3 billion per year by 2034-35 in capital maintenance and renewal to improve the condition of the school and college estate, rising from £2.4 billion in 2025-26.

This is in addition to investment of almost £20 billion in the School Rebuilding Programme through to 2034-35, delivering rebuilding projects at over 500 schools across England within the existing Programme and expanding the School Rebuilding Programme, with a further 250 schools to be selected within the next two years.

The department invited responsible bodies to nominate schools to be considered for the School Rebuilding Programme in early 2022. There are currently no schools in the constituency of Bolsover in the programme. We will set out further details about the selection process for the additional 250 schools to be selected for the School Rebuilding Programme later this year.

For financial year 2025/26, Derbyshire County Council has been allocated a School Condition Allocation of £10,268,315 to invest across its maintained schools, including those in Bolsover constituency. Academy trusts and voluntary aided school bodies also have access to capital funding to improve the condition of their buildings.
