To ask the Secretary of State for Culture, Media and Sport, what steps she is taking to ensure measures to reduce the number of High Street bookmakers does not lead to an increase in online gambling harms.
As part of the English Devolution and Community Empowerment Act, the Government has now introduced Gambling Impact Assessments (GIAs). While the introduction of GIAs will strengthen local authorities’ powers to shape their streets and neighbourhoods, including the ability to put a presumption in place against the opening of new gambling premises, they will not be applied retrospectively and existing premises, including bookmakers, will not be affected.
The Government recognises that land-based gambling typically has a lower risk profile than online gambling. The Government is continuing to work with the Gambling Commission and the sector to strengthen player protections across the sector, both online and in physical venues, to ensure that people can continue to enjoy gambling, without the harms that can sometimes ensue.

In-person betting on racing - both at racecourses and betting shops more broadly - is associated with one of the lowest risks of scoring 8+ on the Problem Gambling Severity Index (PGSI) (representing ‘problem gambling’) of all gambling products. According to the latest official statistics that publish specific PGSI data for in-person betting on horse racing, only in-person bingo, scratchcards and lotteries had a lower PGSI 8+ rate. This is reflected in levy rates, with on-course bookmakers charged one of the lowest figures, at 0.2% of Gross Gambling Yield. Levy rates will be reviewed as part of the Government’s formal review of the statutory levy system, which will take place by 2030.

Telephone bookmakers will be subject to the new General Betting Duty rate of 25% for remote bets from 1 April 2027. This rate will not include telephone bets placed on UK horseracing, pool bets or spread bets.

The Government launched a consultation on proposals to simplify the current gambling tax system which closed on 21 July 2025. Responses are now being analysed and impacts are being assessed, and the Government will respond at Budget.

The Gambling Commission can fine a gambling operator if a licence condition has been breached. In some circumstances, the Commission may decide to agree a regulatory settlement instead of issuing a fine. While fines are paid to the Exchequer, regulatory settlements are divested by the company to third parties. The following financial penalties were imposed against gambling companies for failing to meet their social responsibility obligations between 2016 and 2021:
