The renewed ceasefire between Cambodia and Thailand is a welcome development. Throughout the recent tensions, I engaged directly with both governments to encourage dialogue and de‑escalation. I will continue to seek opportunities to encourage long-term peace and stability. The UK will continue to work closely with key international partners, including ASEAN, to support efforts to maintain the ceasefire.

I refer the Rt Hon Member to the answer he was given on 3 November in response to Questions 85061-64, and I would add that we are closely monitoring reports of torture, human trafficking and other abuses in Myanmar-based scam centres, working with partners and international organisations to gather evidence of the scale of the problem, and strengthening law enforcement capacity to detect, investigate, and disrupt online trafficking recruitment and illicit financial flows linked to cyber-enabled fraud. All evidence is kept under review, and further action will be taken when needed.

The clashes along the Cambodia-Thailand border in July were a cause for serious concern. The Government welcomed the ceasefire agreement reached on 28 July, as well as the subsequent framework established to support its implementation. Since then, we have consistently encouraged both parties to uphold the ceasefire and to foster mutual trust and understanding.
Officials from our Embassies in Thailand and Cambodia have conducted site visits to the affected areas to assess the situation first-hand. We continue to work closely with our international partners to support efforts by both countries to de-escalate tensions, strengthen dialogue and maintain lasting peace along the border.

The Government continues to monitor the Cambodia-Thailand border dispute closely with officials from our Embassies in Bangkok and Phnom Penh conducting site visits to affected areas to better understand the impact on local populations. We urge all parties to uphold international humanitarian law and take all necessary steps to protect civilians.
As set out in our public statements of 28 July and 7 August, the agreement of a framework for a full ceasefire between Cambodia and Thailand is a welcome development. It is essential that both sides now work together to implement and maintain this agreement. This message has been conveyed directly to both governments.
We support the Association of South East Asian Nations' leadership in working with Cambodia and Thailand to resolve the border conflict, including its efforts to deploy an Observer Mission. We believe this can play an important role in providing an independent assessment of the situation and in de-escalating tensions on the border.

The UK's development assistance support for Cambodia is strategically aligned with our goals of promoting livelihoods, climate resilience, education and healthcare. Our funding has contributed to the clearance of over 65,000 landmines, the education of thousands of students, trained hundreds of farmers in the use of climate-smart agriculture and improved access to healthcare for communities across the country. Every programme undergoes rigorous assessment before approval, including checks to ensure it delivers impact in line with Cambodia's needs and UK objectives and is distinct from the efforts of other governments.

The report highlights the importance of getting forest carbon projects right. Carbon markets could provide billions of dollars of much needed finance to protect the forests in the UK and internationally but we will only be able to build these markets if they have environmental and social integrity. That is why the UK government has been supporting tropical forest countries to develop high integrity forest carbon credits. It is also why the Government will soon be launching a consultation on how it could support higher integrity in voluntary carbon and nature markets. While the evidence for the effectiveness of forest carbon projects has been mixed, the UK focuses its efforts on scaling Jurisdictional REDD+ (Reducing Emissions from Deforestation and forest Degradation), which covers entire countries or states. This approach helps to address the challenges linked with more traditional ‘project-based’ REDD+, for example, the ‘leakage’ of carbon emissions.
The Government will continue to work through international fora to ensure that the voices of Indigenous Peoples and Local Communities are heard and respected. To this end, the UK welcomes the agreement of the Appeals and Grievances Procedure for the Paris Agreement Crediting Mechanism, which provides an important route for safeguarding.
