The HS2 works to Granby Terrace bridge, which include the partial demolition of the existing bridge and the construction of a new extension over the HS2 alignment, was scope originally allocated to the Early Works Contractor Costain Skanska JV (CSJV). To enable the efficient delivery of the HS2 works, HS2 Ltd reviews which of its Contractors is best placed to deliver specific scope items where there is an opportunity to deliver cost savings, schedule benefits or reduce interface risks. Following careful consideration, HS2 Ltd concluded that the Main Works Civils Contractor (Skanska Costain Strabag JV) is better placed to undertake the works because of the benefits to the overall HS2 programme and therefore decided to transfer the scope.

In accordance with the HS2 Phase One Environmental Statement and assurances provided to Camden Council, HS2 Ltd has identified an option to maximise the movement of material by rail. In developing proposals with its contractors, HS2 Ltd has a regular dialogue with Camden Council through existing forums and with the local community through the Euston Community Representatives Group, which represents local groups and associations in the Camden area, in addition to making information available on its local ‘HS2 in Camden’ website.

HS2 has set out the process for assessing possible damage to buildings in information paper C3 “Ground Settlement”. As the detailed design for the Phase 1 programme progresses, settlement assessments will be developed as outlined in this paper. The main works Contractor, SCS, and HS2 Ltd will be engaging with the local communities with an increasing level of information as the design matures.

HS2 Ltd does not have information as to the specific number of properties that may be affected by ground settlement as a result of construction activity. Buildings which are identified as having the potential for being at risk of settlement, will be subject to an assessment to establish the extent of the risk; and to identify any monitoring measures or protective measures that need to be put in place. Any building identified as high risk through the assessment will trigger mitigation either in the tunneling or to the building itself.

The department has supported the growth and creation of additional places to deliver the 30 hours entitlement and in 2016 ran a £100 million early years capital bid round, for which local authorities, in partnership with providers, were invited to submit bids. The department announced that over 350 projects across 123 local authorities were successful in this bid round. Brent being one of the local authorities who received capital funding. We have also provided significant support to local authorities and providers through our delivery contractor, ‘Childcare Works’, and in November 2017 we launched the Delivery Support Fund to support local authorities and enable them to support their providers.
‘Childcare Works’ regularly contact all Local authorities to assess sufficiency and readiness for 30 hours childcare and are providing a programme of tailored and universal support for councils, to help progress implementation plans, including Camden and Brent. Currently, Camden and Brent have reported no sufficiency issues for the spring term.

All human remains affected by Phase One of HS2 will be afforded due dignity, care and respect.
The St James’s Gardens burial ground was assessed as part of the environmental impact assessment for the project. Information was presented in the Environmental Statement that was submitted to Parliament in support the passage of the Bill through the House of Commons and House of Lords Select committees respectively.
Since then, further research has been undertaken into the history and development of the St. James’s burial ground to inform the development of design. Archival material relating to the burial ground includes burial records, plans of the layout of the ground, land transfer agreements, newspapers and letters.

HS2 Ltd have set up a Camden specific Tree Panel which includes community and local council representatives. HS2 contractors are required to report to the Panel prior to the removal of any tree and to justify why a tree has to be removed. HS2 Ltd is committed to replace the same number of trees that are lost in the London Borough of Camden.
In terms of specific tree species, such as the London Plane, a detailed understanding will be provided through site surveys. HS2 Ltd have instructed its contractors to undertake such surveys but accurate figures cannot be established until HS2 have completed their detailed design for the works.

Integrated care records are being developed across the National Health Service with the programme of work being undertaken under the Personalised Health and Care 2020 programme of work.
Camden’s strategy has been to maximise value (health outcomes per pound spent) across the system. This has focused on developing an integrated model of care through employing technological advances, of which Camden Integrated Digital Record is a key enabler.

As set out in Information Paper E13 (Management of Traffic during Construction), HS2 Ltd has a policy of using rail to transport bulk excavated material over long distances, wherever reasonably practicable. In addition, the Secretary of State has provided an assurance to the London Borough of Camden and Transport for London to seek to maximise, as far as reasonably practicable, the movement of material by rail at Euston. A detailed study has been undertaken to explore how this could be achieved, which has highlighted a number of technical options which are currently being assessed with respect to the impact on passengers, the environmental and socio-economic impacts and impacts on the HS2 programme. An initial decision on how to proceed will be made following the completion of this assessment.
