To ask the Secretary of State for Environment, Food and Rural Affairs, if her Department will consider the potential merits of a financial (a) redress or (b) scheme, for those affected by the Lowermoor Water Poisoning incident.
The Lowermoor incident has previously been investigated, and the most recent report by the Committee on Toxicity was published in 2013. Subsequent legislative changes have created an independent regulator for drinking water quality, which must, by law, be notified of any failures of drinking water quality. Operational changes have also been made to prevent this kind of contamination happening in future.

Having anticipated that for some time, I have already started working with local stakeholders on a plan B. Will the Roads Minister meet me to discuss an alternative way forward?

After years of broken promises by the Conservatives, this Government have finally confirmed this week that the Camelford bypass project will not go ahead. Having anticipated that for some time, I have already started working with local stakeholders on a plan B. Will the Roads Minister meet me to discuss an alternative way forward?
I am aware that at least the certainty of a decision was welcomed by the hon. Gentleman, and I appreciate that. The Department is happy to discuss any alternative plans with him and with Cornwall council. We have met before, and I am very happy to meet him again.

I am delighted to hear that people are enjoying the River Camel trail. It is wonderful to visit and we want to extend more of these walks across the country so that more people can enjoy them. The government currently is undertaking a multi-year spending review. Until the outcome of this is known, I am unable to provide any assurances on Departmental funding for the A39 Camelford bypass scheme which is being promoted by Cornwall Council as part of the Department’s Major Road Networks/ Large Local Majors programme.

The Government’s Budget in October delivers increased investment in local transport, supporting everyday journeys and addressing poor connectivity within our towns and cities across the country. The Department’s Major Road Network/ Large Local Majors programme, which includes the proposed A39 Camelford Bypass scheme, is now being reviewed in light of the Budget. Further details will be released in due course.

That this House notes that the A39 Atlantic Highway runs through Camelford town centre leading to congestion, delays and issues with air quality; further notes that an unsafe building has led to the temporary closure of the A39 on Fore Street in the town, once again highlighting the need for a long-term alternative to using the narrow carriageway through Camelford town centre for through traffic; and calls on the Department for Transport to continue to work with Cornwall Council, residents and local businesses to develop an A39 Atlantic Highway Camelford Improvement Scheme that balances value for money to the taxpayer with benefits to local people and businesses.

The A39 Camelford bypass scheme proposal has been submitted for consideration under the Major Road Network and Large Local Majors programme.
Officials are working with the Local Authority to support them as they develop the scheme. A decision regarding the scheme’s further development is due shortly.

I can confirm that the A39 meets the necessary criteria for the scheme. As far as I am aware, it has not yet been approved and prioritised by the sub-national transport body, but we expect that to happen by the middle of the year, and once it has happened, we will be happy to look at it.
