May I invite the Leader of the House to join me in praising the Carlisle band Hardwicke Circus—the only UK band to have toured war-torn Ukraine? Despite its talent being recognised by Sir Paul McCartney, it has previously been suggested to the band that its success will be limited unless...

I do indeed, and I join my hon. Friend in praising Hardwicke Circus on their success. I agree that the success of any artist should not be determined by postcode. That is why this week we have brought forward our plan for music, detailing our ambition to provide people in...

The petition of residents of Wetheral and the wider Carlisle constituency,

To ask the Secretary of State for Science, Innovation and Technology, what assessment she has made of the potential impact of the closure of applications for Gigabit Broadband Vouchers in Cumbria on households in Carlisle constituency who do not have a fibre optic broadband connection.
To ask the Secretary of State for Science, Innovation and Technology, what assessment she has made of the potential impact of the closure of applications for Gigabit Broadband Vouchers in Cumbria on households in Carlisle constituency who do not have a fibre optic broadband connection.
Based on Ofcom’s Connected Nations reporting for gigabit coverage in the constituency of Carlisle, as of January 2026, 91% of premises had access to gigabit-capable broadband, which is a significant increase from 69% in January 2024 and is above the UK gigabit coverage average of 88%. This has been assisted by Project Gigabit. Across Carlisle, over 4,750 premises have already received a gigabit-capable connection, with an additional 1,770 still expected to be given coverage, via the Project Gigabit contract covering Cumbria which is being delivered by Fibrus.
Through a combination of commercial market and government subsidised delivery, government is ensuring 99% of UK premises will have access to gigabit-capable broadband by 2032. In support of this, Building Digital UK (BDUK) is currently refreshing its delivery plans for the remaining premises not included in Project Gigabit or any commercial plans.
BDUK has asked all suppliers to confirm their interest in any further projects through the Gigabit Broadband Voucher Scheme, though delivery through this route is likely to be limited and BDUK expects most remaining coverage will be provided through Project Gigabit contracts.
To ask the Secretary of State for Science, Innovation and Technology, what steps her Department is taking to deliver fibre-optic broadband to properties in Carlisle constituency that have not been included in the Project Gigabit roll-out to date.

The Leader of the House knows how proud I am to represent England’s most northerly city. It is a city that had not one, but two Roman forts. It has a wonderful Norman castle and a 900-year-old cathedral with the nation’s favourite stained glass window and retains its city walls...

As ever, my hon. Friend is a strong advocate for her city of Carlisle. She paints a very attractive, and realistic, picture of a fantastic place. She referred to the 50 years of nationalised beer. It is fair to point out that it was a Conservative Government who nationalised the...

I absolutely join my hon. Friend in congratulating all those who worked to create the east window of Carlisle cathedral, which I understand is not just one of the earliest stained glass windows, but one of the few surviving from that period. Their contribution genuinely made history, and it is...

Next year, the Tour de France will return to the UK for the first time since 2014, starting in Edinburgh. The route through northern England has yet to be determined, but does the Minister agree that there could be no finer starting point than my constituency of Carlisle and Cumbria, and will she ensure that the excitement that the tour engenders translates into support for cycling right across our country?

We are all very excited that the Tour de France is coming to this country. I am really excited to be going to Leeds later today for the route announcement, and I am pleased that the Government have invested over £30 million. It is really important that the tournament inspires the next generation.

I am grateful to my hon. Friend for raising this important anniversary. I remember those terrible events very well. My hon. Friend is right that the Tories left our flood defences in their worst state on record. We are building them up again, investing over £10 billion to protect homes and businesses. We have delivered over 150 flood schemes in our first year, and I want to see even more rapid progress. My hon. Friend is a superb champion on this issue, and we have provided £300,000 to complete the feasibility study for stronger defences in her constituency.

Ms Julie Minns (Carlisle) (Lab):
December will mark the 10th anniversary of the Storm Desmond floods that devastated my constituency and forced thousands of people from their homes. Despite promising us new flood defences, previous Conservative Governments left them unfinished. With climate-related rainfall forecast to increase in the north-west over the next decade, does the Prime Minister agree that the climate change-sceptic policies peddled by some Opposition parties are both reckless and dangerous, and will he assure the people of Carlisle that this Labour Government will defend our great border city?

I am pleased to have secured an Adjournment debate on a topic that is so important to my constituency of Carlisle. In the last two decades, Carlisle has suffered two devastating floods, which have left local people fearful whenever there is a forecast of heavy rain.
