That this House congratulates Wyke Farms, the UK’s largest independent cheese producer, based in Bruton, Somerset, on being named British and Irish Supreme Champion at the 2026 Global Cheese Awards, held at the Frome Agricultural & Cheese Show, for its Ivy's Reserve Vintage Cheddar; notes that Wyke Farms also received recognition for its Extra Mature Cheddar at the same awards; recognises the exceptional standard of entries at this year's competition; commends the skill and dedication of the Wyke Farms' team in producing award-winning cheese from milk sourced within a 50‑mile radius; applauds Wyke Farms' contribution to Somerset's food and farming sector as pioneers of sustainable farming and a carbon-neutral cheddar producer; and urges the Government to invest more in circular food production models that retains value in their region, supports farmers and reduces environmental impact.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps he is taking to help ensure that Lancashire cheesemakers can access the benefits of the new Sanitary and Phytosanitary (SPS) Agreement on equal terms with other UK artisan exporters.

We will agree a Sanitary and Phytosanitary (SPS) Agreement to make agrifood trade with our biggest market cheaper and easier, cutting costs and red tape for British producers and retailers. GB goods such as dairy are currently subject to 100% documentary checks and up to 30% physical checks when exported to the EU. An SPS deal will see these removed entirely.
We are committed to working closely with businesses across the UK to ensure they are able to take advantage of the benefits the Agreement will provide.

Between 2018 and 2022 the UK exported between 1.5 and 2.2 kilotonnes of cheese to Canada each year, worth between £11 million and £18.7 million.
Prior to 1 January 2024, UK exporters could export cheese to Canada through a Canadian importer with a licence for Canada’s “EU” World Trade Organisation quota. As of 1 January 2024, the Canadian importer must have a licence for Canada’s “non EU” World Trade Organisation quota to import UK cheese.

We are supporting dairy producers, including through the Dairy Export Programme which resulted from £1m committed by the Prime Minister to boost UK dairy exports, especially amongst SMEs.
The Programme was agreed following consultations with UK dairy businesses and industry bodies. It is UK-wide and designed to unlock new opportunities for our dairy exports in growth markets around the world.
The Programme builds on existing work the department has been doing with the sector. For example, DBT recently supported a VIP cheese buyer tasting space at Anuga, the world-leading food fair in Cologne.

As of 1 January 2024, U.K. exporters can export cheese to Canada tariff free if they do so through a Canadian importer with a licence for Canada’s “non-EU” World Trade Organisation quota. We continue to work closely with U.K. cheese exporters to monitor the impact of these changes.
We will also work closely with the sector to ensure that U.K. exporters are in a strong position to take advantage of the Canadian dairy quotas that the U.K. will be able to access through CPTPP.

As of 1 January 2024, U.K. exporters can export cheese to Canada tariff free if they do so through a Canadian importer with a licence for Canada’s “non EU” World Trade Organisation quota.
These changes only came into effect at the start of the year, and it is too early to determine the full impact.
We will continue to work closely with U.K. cheese exporters to monitor the impact of the changes, including what this means for the relationships between Canadian import licence holders and exporters.
To ask the Secretary of State for Business and Trade, how many companies exported cheese to Canada in 2023; and what estimate she has made of how many will be able to export to Canada without being subject to full tariffs in 2024.

In the 12 months leading to and including October 2023, the UK exported 1.9 kilotonnes worth of cheese to Canada. This represented 1.1% of the UK’s global exports of cheese in this period.
The UK remains eligible for the tariff-free ‘non-EU Reserve’ of Canada’s WTO Cheese Tariff Rate Quota of 6.1 kilotonnes.
As of 1 January 2024, UK exporters need to ensure the Canadian importer they are partnering with has the correct import licence. Upon entry into force, UK exporters will also be able to access CPTPP quotas providing for 16.5 KT of cheese exports to Canada a year.
To ask the Secretary of State for Business and Trade, if she will make an estimate of how many UK cheese exporters will have to pay full tariffs on exports to Canada as a result of changes to the trading agreement.

Negotiations with Canada on this issue are ongoing. Maintaining current market access for our dairy sector is a top priority. The UK has longstanding rights to access the Canadian market through our membership at the WTO. We continue to make this clear to the Canadian government at all levels.
To ask the Secretary of State for Business and Trade, whether her negotiating objectives for a new trade deal with Canada include access to cheese tariff rate quotas similar for those in the Comprehensive Economic and Trade Agreement between the EU and Canada.

Negotiations with Canada on market access are ongoing. Both countries share the view that free and fair trade is good for economies, good for business and good for consumers. The UK’s key aim is to secure comprehensive access for UK agricultural goods into the Canadian market through the reduction or elimination of tariffs.
We are aware of the situation, and are working on it—negotiations to resolve it are actively ongoing. UK cheese is in increasing demand in Canada, and exports of UK cheese benefit businesses on both sides of the Atlantic. The UK has made continued and repeated efforts to find a solution since negotiations began, including by seeking an extension to the current arrangements, and we are clear that the UK is rightly entitled to ongoing access to Canada’s World Trade Organisation cheese tariff quota under our rights and obligations at the WTO.

At their busiest time of year, British cheese exporters are warning of damaging losses as the Government continue to fail to reach a deal that ensures access to the Canadian market. Every day that the Government fail, companies such as the Snowdonia Cheese Company in north Wales lose contracts, and they cannot make plans with the looming deadline of 31 December a matter of weeks away. Can the Minister update the House on the negotiations to extend the deadline for cheese tariff quotas between the UK and Canada?

The Food Standards Agency (FSA), has policy responsibility for food safety, including Raw Drinking Milk (RDM). A Risk Assessment was conducted on RDM by the Advisory Committee on the Microbiological Safety of Food in 2018 and considered by the FSA Board that year. The conclusion was that the risk from RDM is not so unacceptable as to justify removing the right of adult consumers to choose to drink it. However, to protect public health and balance consumer choice and business growth, improvements to the controls applied by Food Business Operators were required and have now been implemented.
There has been no assessment made of the health benefits or hazards of consuming unpasteurised cheddar cheese or whey butter, and no assessment made of the health benefits of consuming untreated raw cow’s milk.

David Warburton (Somerton and Frome) (Con):
As the whole House will know, today is National Cheese Toastie Day. [Interruption.] It is a fact. A massive 4.3 billion toasties were consumed last year—they are the nation’s favourite snack—and glorious Somerset is the home of cheddar cheese. Wyke Farms, in my constituency, is now producing what I think is the world’s first entirely carbon-neutral cheddar cheese. Did my right hon. Friend know that eating cheddar from Somerset can reduce one’s cheese consumption carbon footprint by 55%, and will he support our vital diary industry by committing himself to enjoying a carbon-neutral cheese toastie today?

My only question is, why is it only National Cheese Toastie Day? Why is it not International Cheese Toastie Day? I hope very much
that among its many other achievements, the COP26 summit will bring the entire global community to a better understanding of the Wyke Farms carbon-neutral cheese toastie.
