To ask the Secretary of State for Health and Social Care, whether his Department has made an estimate of the levels of (a) nickel, 9B0 chromium and (c) lead in vaping products.
To ask the Secretary of State for Health and Social Care, whether his Department has made an estimate of the levels of (a) nickel, 9B0 chromium and (c) lead in vaping products.
No assessment has been made of the estimated levels of nickel, 9B0 chromium or lead in vaping products. However, the Government recently announced £3 million of funding for a new national illicit vaping enforcement unit to tackle illicit and underage vape sales across the country. This includes the testing of products thought to be non-compliant.
The Office of Health Improvements and Disparities has published detailed evidence updates on vapes (e-cigarettes) since 2014. These reports include systematic reviews of the respiratory, cardiovascular and cancer risks as well as reports on the risks from fires, explosions and poisonings, including relating to the harmfulness of cinnamaldehyde and other chemicals. The full report is available at the following link:
Businesses supplying vapes and e-liquids to the United Kingdom market must ensure their products comply with the Tobacco and Related Products Regulations 2016, including relating to the safety of their products. Local trading standards have enforcement powers to remove non-compliant products.
The Medicines and Healthcare products Regulatory Agency (MHRA) has produced guidance on ingredients and emission testing that companies making or importing e-cigarettes and e-liquids are required to follow, Chapter 3 - Emissions Guidance and Chapter 6 - Ingredient Guidance. This states that companies wishing to place their products on the UK market must submit information on key emissions and ingredients to the MHRA.
To ask His Majesty's Government what assessment they have made of the levels of chromium-6 found at HS2 sites across the Colne Valley; and whether these are related to cement used in construction works.

HS2 Ltd’s contractor Align JV collects water samples from groundwater, surface water and water associated with construction activities along the route of the Colne Valley Viaduct. The water samples are analysed for a number of substances, including chromium VI, and the data is assessed against environmental quality standards and drinking water standards. The data is then provided to the Environment Agency and Affinity Water on a monthly basis.
All the cement used in the construction of the Colne Valley Viaduct meets EU limits for chromium VI content. Chromium VI has been identified in some waters from the cement used in construction. Such water is collected and either treated at the Align water treatment plant at their South Portal site or at off-site commercial facilities.

I thank the hon. Lady and wish her well in that bid. Clearly, decontaminating land is key to unlocking its use and her community will be keen to see
that happen. Round one delivered more than £170 million for eight projects and I am sure that further funding will be...

To ask the Secretary of State for Defence, with reference to the Herald article entitled MoD stops using toxic chromium paint on tanks published on 17 April 2019, (a) when and (b) by whom the decision was taken to discontinue the use of paints containing hexavalent chromium on military vehicles.

The hexavalent chromate compound used in paints for vehicle servicing was banned in January 2019 under the Registration, Evaluation, Authorisation and Restriction of Chemicals regulations. Work had been ongoing since 2006 to remove paints containing hexavalent chromate compounds, and the Ministry of Defence implemented this ban for the remaining few uses when it came into force. Updated instructions were provided to personnel and any remaining paints were recalled for safe disposal.
To ask the Secretary of State for Defence, how many armed forces personnel are trained in the application of paints containing Hexavalent Chromium; and on how many occasions such paint was applied to military vehicles and vessels in each year since 2013.

The Ministry of Defence (MOD) does not have ready access to the information you have requested as it is not centrally recorded. Hexavalent chromium paint is now only used by the MOD on platforms where there is no suitable alternative and where it is absolutely necessary to maintain defence capability and safety. The MOD is alert to the health and safety risks associated with hexavalent chromate and provides guidance, safety data sheets, training and working instructions for personnel known to be working with the substance, together with personal protective equipment. The MOD has a small number of exemptions in place for known instances of hexavalent chromate application and is working hard to identify alternatives in these cases.
To ask the Secretary of State for Defence, what estimate his Department has made of the number of (a) current and (b) former serving armed forces personnel that may have been exposed to paint containing Hexavalent Chromium.

Ged Killen (Rutherglen and Hamilton West) (Lab/Co-op):
More than 50 years since the closure of the J & J White chemical factory in my constituency, the local area is still blighted by carcinogenic hexavalent chromium contamination. To date, Clyde Gateway has received £6 million of EU funds to decontaminate and regenerate land, but tens of millions more will be required to complete the work. Will the Prime Minister give a commitment that, post Brexit, the UK Government will make similar funding available in the long term to complete that work?

The hon. Gentleman has raised a very specific case in relation to a certain type of funding. I would be very happy to ask the relevant Minister to respond to him on the specifics of that case in relation to his constituency.

To ask the Secretary of State for Defence, pursuant to the Answer of 14 December 2018 to Question 200133 on Armed Forces: Vehicles, whether Hexavalent Chromium is still being used in vehicle servicing by his Department; and on what date the decision was made to undertake that research.

The Ministry of Defence (MOD) is committed to managing and reducing hazardous substances and restricted materials throughout the lifetime of equipment to reduce the risk of harm to both human health and the environment. However, Hexavalent Chromium is still used when necessary. The MOD has instigated testing and evaluation of chromate-free paint products since 2012. This research is due to finish in the first quarter of 2019.

To ask the Secretary of State for Defence, if his Department has used paint containing (a) hexavalent chromium and (b) chromium VI in servicing vehicles.
Hexavalent chromium, which is also known as chromium VI, has been used by the Ministry of Defence in vehicle servicing. Research, concluding in early 2019, is currently being undertaken to investigate alternatives.
To ask the Secretary of State for Environment, Food and Rural Affairs if he will institute an inventory of all emissions of hexavalent chromium in the UK.

To ask the Secretary of State for Environment, Food and Rural Affairs if he will institute an inventory of all emissions of hexavalent chromium in the UK.
[147550]
The National Atmospheric Emissions Inventory contains an estimate of all the UK's chromium emissions to air. The UK Pollutant Release and Transfer Register contains details of significant emissions of chromium to air and to water from individual industrial installations. Both these sources are readily accessible through DEFRA's website.
Measurements of hexavalent chromium emissions are not routinely made, given the lack of agreed measurement methods. A national inventory of hexavalent chromium with acceptable accuracy and precision is therefore not available. The measurement methods generating the information on total chromium emissions held in the inventory and register include hexavalent chromium and therefore the information provides a “worst case” picture.
