On Saturday, I had the pleasure of welcoming the Secretary of State to my home town of Cleethorpes, where we witnessed the national Armed Forces Day event. Earlier, he referred to the volunteers who made this possible. My constituent Alex Baxter, whom he met on Saturday, has masterminded the Armed Forces Day event in Cleethorpes for many years. Will the Secretary of State join me in congratulating Alex and his team on a splendid event?

I had one of the best days in this job so far with the hon. Gentleman and my hon. Friend the Member for Great Grimsby and Cleethorpes (Melanie Onn) in his home town of Cleethorpes—they were there together. Behind the event was Alex Baxter, the absolutely formidable figure who organised the armed forces major events team that staged the Cleethorpes Armed Forces Day. Some 300,000 people were expected over the weekend. It was a great boost to our armed forces, to veterans and to the people of Cleethorpes.

The Government supports sustainable, industry led, growth in aquaculture. To ensure sustainability, aquaculture operations must comply with extensive land use, environmental, animal health and welfare and veterinary medicines regulations. The proposal for an onshore salmon farm in Cleethorpes will be considered by the relevant regulators, as and when the relevant permissions are sought.

The Secretary of State knows the introduction of a direct train to London from Cleethorpes and Grimsby has been a longstanding local ambition. We are working with industry to understand the timetabling, financial, operational and infrastructure issues that would need to be resolved before a service to Cleethorpes could be introduced, once the East Coast Mainline timetable change has been implemented this December.
Infrastructure and operational assessments made by London North Eastern Railway (LNER) and Network Rail have confirmed that LNER services could call at Cleethorpes and Grimsby without major infrastructure changes. However, for LNER trains to serve Market Rasen station, significant infrastructure work, estimated to cost £15 to £20 million, would be required. The introduction of this service would be subject to funding and a thorough business case process.

My hon. Friend is right that sustainable development must be at the heart of the planning system. That is why we are committed to meeting housing needs by building the right homes in the right places, and protecting the environmental assets that matter most. The national planning policy framework is clear that we should be responsive to local circumstances. I know that the local plan in my hon. Friend’s area is due for further consultation later this year, and that he will engage with that process, but I will happily meet him and colleagues to discuss the situation further.
My hon. Friend is right that sustainable development must be at the heart of the planning system. That is why we are committed to meeting housing needs by building the right homes in the right places, and protecting the environmental assets that matter most. The national planning policy framework is clear that we should be responsive to local circumstances. I know that the local plan in my hon. Friend’s area is due for further consultation later this year, and that he will engage with that process, but I will happily meet him and colleagues to discuss the situation further.

We are now going through the stages with those who use the lines to ensure we do not have any timetabling issues like those that arose in May 2018. I hope we will come to a position on this in some weeks and that I can give him more detail, but I very much hope to see those direct services to Cleethorpes.
