To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to help support cockle fishing communities (a) around the Southport Cockle Bed and (b) in other areas.
The Southport Cockle Bed is managed by the North Western Inshore Fisheries and Conservation Authority (IFCA). Recognising limited wider fishing opportunities for industry in the North West, the IFCA opened the Penfold cockle fishery this year until 30 April.
Support has been provided to businesses involved in the cockle sector, including introducing improvements to boats, improving health and safety, and increasing the value of cockles through the installation of infrastructure for individual quick freezing through the Defra funded Fisheries and Seafood Scheme.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to support the sustainability of the cockle fisheries sector.
A public consultation on a draft Cockle Fisheries Management Plan (FMP) will be launched shortly. FMPs are evidence-based plans that take an eco-system based approach to fisheries management and provide sustainable fisheries for current and future generations. Cockles have been prioritised for an FMP in recognition of their vulnerability to over-exploitation, the economic value of the fishery (currently estimated at an annual value of £10.3 million), and the environmental benefits that cockle stocks bring to habitat health and wider biodiversity. The draft FMP will propose goals and actions for cockle fisheries in English waters to improve the stock and provide social and economic benefits to fishing communities.
This House solemnly notes the 20th anniversary of the death of 23 cocklers in Morecambe Bay on 5 February 2004; honours their memory and holds their loved ones in our thoughts and in our prayers; remains committed to maintaining safety in the Bay and supports legislation that has prevented a repeat of the tragedy; notes with concern however that restriction of access to the Bay has caused great hardship to local families who have cockled for generations; urges the government to reconsider the Inshore Fisheries Conservation Authority's licensing scheme; recommends local cocklers be given priority for these permits; and calls for family members to be allowed to pass their permits down to younger generations in order to maintain the safety of the Bay and the survival of the local cockling industry.

There is no scientific or technical justification for the European Commission banning the import of Live Bivalve Molluscs (LBMs), including oysters, from class B waters (where depuration/processing is required after harvest). We are seeking urgent resolution on the European Commission’s decision.
Grant funding to support the purchase of equipment for depuration was previously made available across the UK through the European Maritime and Fisheries Fund (EMFF). In England similar support was delivered through the Maritime and Fisheries Fund (MFF), with equivalent funding provided to the devolved administrations. The MFF will continue to fund activities such as depuration as long as funding remains available under this scheme.
At the Spending Review the Government provided replacement funds to enable the four nations of the UK to deliver their own domestic funding schemes, tailored to the needs of their sector. In England, we intend to open a new scheme for delivering grant funding in April. This will include support for the purchase of new equipment for depuration. The devolved administrations are responsible for the design and delivery of their own schemes.
All of the support available has been provided through grants.

Whilst the Dee Cockle fishery straddles England and Wales, it is managed by Natural Resources Wales, and therefore comes under the auspices of the Welsh Government.
My hon. Friend mentioned the 53 licences. Many people worked those beds for years, as did their fathers and grandfathers before them, and were not given licences, unlike many others who had not worked the beds before.
