To ask the Secretary of State for Business and Trade, whether she has had discussions with British Steel on the closure of the coking plant in Scunthorpe.
The previous Business Secretary had discussions with British Steel which covered the potential closure of the coking ovens, amongst broader matters. He urged British Steel not to make any irreversible decisions whilst negotiations were ongoing, but this was ultimately a commercial decision.
I am in regular contact with the company, unions and other partners, as are Government officials. The Government stands ready to support employees affected by British Steel’s decision, and we continue working with British Steel on a plan for a long-term, sustainable future.

If British Steel proceeds with the closure of its coke ovens:
a) British Steel will make a commercial decision on their own supply chains. In 2022 the UK imported c. 1.4m tonnes of coke from a range of sources, including 1.1m tonnes from the four largest sources: Japan, Colombia, the USA and Canada. We do not have data to assess the impact on other supply chains;
b) British Steel have announced this will lead to up to 260 job losses; and
c) we have no evidence that the closure of the coking ovens would change the competitiveness of the steel industry in the UK.

Under the terms of the National Concessionary Fuel Scheme agreed between British Coal and the mining unions, and inherited by the Government following privatisation in 1994, the choice of solid fuel a concessionaire wishes to receive is at the individual beneficiary’s discretion. At present of a total of 11,000 solid fuel concessionaires under 600 receive product sourced from Monckton under the Scheme, with a current total tonnage purchased of just under 2,700 tonnes per annum.
Due to fuel quality degradation our distribution contractors are limited in the levels of stocks they can retain without the burn quality being affected. In general our contractors hold 2-3 weeks of stocks for each fuel required and they have confirmed at present they hold stocks of 450 tonnes of Monckton sourced product.
We have been informed that Monckton product is expected to be available until 2016 and our contractors have confirmed they will continue to purchase Monckton sourced product so long as supplies of an acceptable quality are available. In addition we have instructed the concessionary fuel office not to promote alternative fuels to Monckton sourced product during this difficult period.

The Digest of UK Energy Statistics presents statistics on the supply and demand of coke and coking coal in the UK. In 2013, total demand for coke was around 4.5 million tonnes of which 83% was produced domestically1.

To ask the Secretary of State for Business, Innovation and Skills, what plans the Government has to support the coke industry in the UK.
UK coke companies can access help and advice to grow their business through ‘GREAT” (www.greatbusiness.gov.uk or www.gov.uk): eligible businesses can gain support in areas such as running, funding, staffing and expanding a business. The Government funded Manufacturing Advisory Service provides practical support on all aspects of manufacturing, including direct access to manufacturing experts with a proven track record (www.mymas.org/services). There is also support available from UK Trade and Investment (UKTI) for those companies wishing to grow through international trade.
The Advanced Manufacturing Supply Chain Initiative (AMSCI) provides support for the anchoring and growth of manufacturing supply chains in the UK. A new £100 million round of AMSCI is open until 31 December 2014.

The proposed closure of Monckton coke plant, is a commercial decision for the company taken against a backdrop of challenging conditions in international coke markets. I realise this is a difficult time for the employees concerned, their families and the communities in which they live.
With regard to the purchasing of product from Monckton, the Department of Energy and Climate Change, who have responsibility for the former British Coal Concessionary Fuel Scheme, will continue to encourage their contractors to purchase product from Monckton as long as supplies of an acceptable quality are available
