DESNZ uses a combination of grants and other instruments, including loans, as most appropriate to deliver the intended outcomes and provide the best value for money. The majority of UK ICF will continue to be provided through grants. No existing ICF programmes, including the REDD+ Early Movers programme in Colombia, have been switched from grants to loans linked with the recent announcement of £2 bus fares.

The UK is firmly committed to the Women, Peace and Security (WPS) agenda. Following the launch of Colombia's WPS National Action Plan, which the UK supported, we continue to work with the Colombian Government and civil society to support its implementation. UK funding has helped advance accountability and support for thousands of survivors of conflict-related sexual violence in Colombia over the last ten years. The UK continues to advocate for women's full and equal participation in peace negotiations in Colombia and on a global scale, which we made clear during the statement delivered by the UK's Chargé d'Affaires to the UN Security Council on 17 June.

A number of Parliamentary Questions have been asked in recent months around the persecution of members and leaders of Christian congregations and other religious groups in Nicaragua, Colombia, Mexico and Cuba, and these are issues the Government continues to take very seriously as part of our commitment to promoting Freedom of Religion or Belief around the world. Specifically, on each of the countries raised by the Hon Member, I refer her to the answers provided to Questions 5332 and 5388 on 8 June, Question 5283 on 4 June, and Question 66106 on 17 July 2025.

The UK has been a leading international advocate of Colombia's peace process. Since 2016, the UK has committed over £80 million to support the implementation of the agreement and we are one of the largest UN Trust Fund donors. As we have stated on numerous occasions, including the Urgent Question debate on 5 November 2025, the Government remains extremely concerned about reports of external support to the warring parties in Sudan, and we have repeatedly called on all international actors to end the supply of weapons, finance, and personnel, and use whatever influence they have to bring the warring parties to the negotiating table.

The Foreign Secretary's statement to the House on 5 February set out the action taken against those accused of procuring Colombian mercenaries to train and fight for the Rapid Support Forces (RSF), as well as those involved in funding the RSF's activities. To date, we have sanctioned 24 individuals and entities aligned with or backing the warring parties.

Last year, we worked closely with international partners to secure the renewal of the long-standing UN arms embargo on Darfur. The UK will support its further renewal in September and will continue to push for the embargo to be extended to the whole of Sudan. We expect all countries to comply with their obligations under UN sanctions regimes.

The Government values the role played by the UK-Colombia Bilateral Investment Treaty (BIT) in the investment relationship between our countries. Investor-State Dispute Settlement (ISDS) provides an independent means to resolve disputes with states where investors believe they have experienced arbitrary, discriminatory or unfair treatment or expropriation without compensation.

ISDS does not remove a government’s right to regulate in the public interest, nor its obligations to comply with other commitments, including with respect to the environment.

The Government values the role played by the UK-Colombia Bilateral Investment Treaty (BIT) in the investment relationship between our countries. It includes binding investment protection provisions under the ISDS which protect both UK and Colombian investors against unfair and discriminatory treatment, and expropriation without adequate compensation.

My Department has not received a formal approach from its Colombian counterparts to discuss the UK-Colombia BIT or its ISDS provisions.

The UK’s Special Representative for Climate will lead the UK delegation at the Conference.

The UK is fully committed to the transition away from fossil fuels, domestically and internationally, with recent events underlining once more the risks of being exposed to volatile international fossil fuel markets.

The Government is committed to driving the global transition away from fossil fuels and will be represented at senior level at the Conference on Transitioning Away from Fossil Fuels.

The Government is aware of the interest in ISDS, and in line with HMG’s Trade Strategy, the UK will continue to work with trading partners multilaterally, such as the OECD and the UN, to pursue opportunities to improve ISDS practice.

The UK is unwavering in its commitment to the Women, Peace and Security (WPS) agenda, as the Foreign Secretary made clear in last November's 25th anniversary events, and we are looking to refresh the UK WPS National Action Plan this year, to ensure continued international leadership on the issue.

In Colombia, the UK supports human rights defenders and victims through programming and diplomatic engagement, and - following the launch of Colombia's own WPS National Action Plan, which the UK supported - we continue to work with the Colombian Government and civil society to support its implementation. UK funding has helped advance accountability and ensure access to services for thousands of survivors of conflict-related sexual violence in Colombia over the last decade. This includes supporting the Colombian transitional justice system to open the first macro case on sexual violence.

The Government remains concerned about threats and attacks against human rights defenders in Colombia. We note the December 2025 early warning alert for La Guajira and Sierra Nevada and urge Colombian institutions to act swiftly. UK officials consistently raise threats against human rights defenders with Colombian counterparts and at the UN Security Council. We support at risk defenders through UK-funded protection mechanisms and human rights programming, including on early warning systems with the Colombian Ombudsman office. We continue pressing all authorities to respond to early warnings and strengthen security guarantees for threatened communities.
