To ask the Secretary of State for Health and Social Care, what recent assessment he has made of the potential impact of the Capital Plan on the eradication of reinforced autoclaved aerated concrete from the NHS estate.
The 10 Year Capital Plan confirms that we will continue providing targeted support to National Health Service trusts affected by reinforced autoclaved aerated concrete (RAAC), with the aim of eradicating RAAC from the NHS estate by 2035. Over the next four years, we will eradicate RAAC from 22 hospitals and progress works at the remaining hospital sites to protect patients, staff, and the public, backed by £1.6 billion of investment. This includes targeted safety mitigations to keep the seven hospitals that are constructed wholly or primarily made from RAAC safe to operate until completion of their rebuilds as part of Wave 1 of the New Hospital Programme.

Reinforced autoclaved aerated concrete (RAAC) has been identified in locations on the third-floor Upper Committee Corridor North and South, and in the section of T-Block adjacent to the toilets on the first to third floors. Repair solutions are being developed, with the scope of any remedial works to be informed by planned intrusive surveys.
Some Members have already been moved from offices to enable the surveys and asbestos removal works associated with the RAAC programme. Construction work is scheduled to commence in September 2026, subject to the design approval process, with the scope and sequencing of works informed by ongoing surveys and design development. Where works affect Members, the House Service will follow its established engagement processes, including ongoing engagement with the relevant Accommodation Whips.
The initial phase of work is expected to conclude by January 2027 and will inform a second phase, planned to begin later in 2027 and continue into 2028. The second phase will address the remaining affected areas in stages to help minimise disruption.
Based on surveys completed to date, no further RAAC has been identified on the Parliamentary Estate since June 2025.

It is the responsibility of infrastructure operators, including local highway authorities and arm’s length bodies, such as National Highways, to maintain their networks and any associated concrete structures.
To help support this, the Government is investing billions of pounds in transport infrastructure, including £24 billion of capital funding between 2026-27 and 2029-30 to maintain and improve our motorways and local roads across the country.

To ask the Secretary of State for Education, what the status is of RAAC roof repairs for Holcolmbe Grammar School, formerly Chatham Grammar School for Boys, in Chatham and Aylesford constituency.
The department is working closely with the Thinking Schools Academy Trust to remove reinforced autoclaved aerated concrete at Holcombe Grammar School, formerly Chatham Grammar School for Boys.
The Trust confirmed in May that the first phase of works has been completed. Proposals for a second, more complex area have been submitted and will proceed shortly.
Departmental officials continue to support the Trust to progress the project as quickly as possible whilst minimising disruption to education.

With regards to concrete barrier in Roads Period 3, NH’s commitment is to deliver 1,191 km (+/- 5%) of barrier asset renewal, excluding repairs to third party damage.
The assets renewed are identified based on asset condition and prioritised and programmed as part of the wider renewals programme. For each site, a design solution will be developed as part of this planning process and concrete barrier will be used where this is the best value solution based on site-specific conditions.
At the start of each financial year, NH will have a projection of the expected concrete barrier output, subject to ongoing programme change management. For 26-27, NH expects to deliver around 2,500 metres of concrete barrier.

Since December 2023, HS2 Ltd has spent £377,225 (net) on work to accelerate the UK adoption of calcined clay, with the aim of understanding and mitigating the blockers to the UK establishing a commercial kiln to produce calcined clay. This would enable widespread adoption of lower cost, lower carbon concrete with resource efficiency and circularity benefits.
DfT has also spent £45,000 in support of this activity. The Department is not planning to invest directly in the development of a test kiln, but has supported Innovate UK, the UK’s innovation agency, to create Advanced Market Commitments for low carbon concrete, to demonstrate the demand for the material and thus encourage the market to invest in its supply and supporting infrastructure.

My hon. Friend is absolutely right to present those issues and to be honest about the challenges that have been raised in his local trust. I assure him that following an inspection by the CQC, NHS trusts take action to address the recommendations cited in the report. Already, £40 million in funding has been allocated to Wythenshawe hospital to ensure that safety issues are addressed, with work scheduled for completion by 2028. In addition, through the new maternity and neonatal taskforce, the first meeting of which I have already chaired, we will act swiftly to translate the final recommendations of the independent investigation into a new national action plan so that services improve in my hon. Friend’s part of the country and across the whole of England.
