The Foreign, Commonwealth and Development Office (FCDO) uses a combination of grants and other instruments, including loans, as most appropriate to deliver the intended outcomes and provide the best value for money. No existing FCDO International Climate Finance programmes have been switched from grants to loans linked with the recent announcement of £2 bus fares.

The government recognises the essential role that local places play in accelerating progress towards net zero and is committed to working in partnership with Local Authorities and Mayoral Strategic Authorities to deliver the Warm Homes Plan through an area-based approach. This includes looking at examples of best practice of localised and community models delivering homes decarbonisation at the scale needed to make more comfortable homes and bring down bills for more people.

The Government is committed to delivering the Warm Homes Plan at pace while providing clarity and a stable pipeline for industry. We are working across energy efficiency and retrofit policy to support timely decisions on scheme design, mobilisation, and implementation. This includes considering workforce capacity, skills, and supply chain impacts as part of scheme development. We are also working with the TUC through the Warm Homes Plan Workforce Taskforce to support jobs and skills across the sector. We will continue to engage with delivery partners and industry to support investment and minimise disruption between programmes.

The Marine Management Organisation (MMO) consulted last year on fisheries byelaws to restrict bottom trawling in a further 41 Marine Protected Areas. These proposals are substantial, covering 30,000 square kilometres or 13% of English waters and we must ensure we get them right. The MMO is carefully considering the very large number of responses received to the consultation, and decisions will be made in due course.

We continue to share the lessons we are learning from our UK experience through our membership of key alliances, whilst our scientific expertise, international finance and technical assistance continues to deliver real impact globally.

This Government is committed to improving the quality and sustainability of our housing stock, through improvements such as low carbon heating, insulation, solar panels, and batteries.
Installations of qualifying energy-saving materials (ESMs) in residential accommodation and buildings used solely for a charitable purpose benefit from a temporary VAT zero rate until March 2027, after which they will revert to the reduced rate of VAT at five per cent. This support – worth over £1 billion – will aid households and charities in improving the energy efficiency of their buildings, help to reduce carbon emissions, and ultimately help us to reach our ambitious Net Zero by 2050 target.
The temporary zero rate of VAT for ESMs took effect on 1 April 2022. The scope of the zero rate was extended on 1 February 2024. On both occasions, the Government published Tax Information and Impact Notes detailing the expected impacts of these policy changes. These documents can be found at the following links:

The Government recognises the important role that Dartmoor ponies play in the landscape, biodiversity and cultural heritage of Dartmoor. There are no plans under this Government to reduce the number of Dartmoor ponies, and we are working closely with Natural England and other stakeholders to support a thriving pony population alongside the recovery of Dartmoor's protected habitats.

Park homes are eligible for support under the Warm Homes: Local Grant - provided they are:
- The permanent residence of the household;
- Assessed as equivalent to an EPC band D–G home; and
- Are expected to remain in place for the duration of the relevant measure guarantee period.
As park homes do not have Energy Performance Certificates (EPCs), eligibility is determined through an assessment of their Energy Performance Rating (EPR), which can evidence equivalence to the required EPC bands.
The Government has therefore ensured that park home residents can access support where they meet the scheme's eligibility criteria.
That this House commends the vital work of Hedgehog Rescue, which treats, rehabilitates and cares for over 300 hedgehogs a year in South Gloucestershire, Wiltshire, Bath, Somerset and Bristol, including orphaned young that must be hand reared before release; recognises the tireless dedication of the whole team, and in particular Yvonne Cox, who has given 27 years of service to the rescue and regularly delivers educational talks to schools and community groups on protecting local wildlife; notes with concern that hedgehogs continue to suffer death and injury on the roads and through litter, habitat destruction and the use of garden tools and chemicals; is deeply concerned that the rescue will be forced to cease operations this year, in significant part due to the Royal College of Veterinary Surgeons (RCVS) under care guidance, which requires a physical veterinary examination before antibiotics, antiparasitics, antivirals or antifungals can be prescribed, leaving small wildlife rescues unable to access timely treatment during outbreaks such as coccidiosis; recognises that this guidance was introduced to tackle antimicrobial resistance and protect declining insect populations, but believes its blanket application is having a disproportionate and unintended effect on wildlife rescues operating at scale and often facing unresponsive practices; and calls on the Government to work with the RCVS and the Veterinary Medicines Directorate to review the impact of this guidance on wildlife rescue centres.

The Government recognises that the end of ECO4 will present challenges for businesses and workers across the home upgrades supply chain, including in Scotland. Through the Warm Homes Plan, we have committed £15 billion for home upgrades and are supporting the workforce to access new opportunities in clean heat and energy efficiency.
We have also established the Warm Homes Plan Workforce Taskforce with trade unions and industry, to support the transition and build resilience in the workforce including assessing the impacts of ECO4 closure.
Energy efficiency is largely devolved, and Warm Homes Plan funding for England generates Barnett consequentials for the Scottish Government; it is for Scottish Ministers to allocate this funding to their own programmes. The Department continues to engage the Scottish Government on the transition.

Through international agreements and fora, including the Convention on Migratory Species and the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the UK supports coordinated action to protect marine turtles throughout their range.
The UK’s Biodiversity Challenge Funds also support international turtle conservation by funding projects that protect turtle populations and habitats while supporting local communities. Examples include projects to strengthen turtle conservation capacity in Indonesia, plastic waste management on Diego Garcia and work to reduce illegal capture and killing of threatened turtles in Bangladesh. These projects help build local conservation expertise, improve species protection and support sustainable management of marine ecosystems.
Additionally, programmes such as the FCDO’s Blue Belt Programme, supports vital turtle conservation efforts in the UK Overseas Territories, including specific research projects on Ascension Island, home to one of the largest green turtle colonies on earth.
