The National Consultant Information Programme (NCIP) is publicly accessible to patients on the Getting It Right First Time website.
The NCIP portal is a free data platform containing consultant and provider-level activity and outcomes data for over 500 procedures in 13 surgical specialties. It covers National Health Service practices, NHS funded work in the independent sector, and privately funded work carried out in the NHS. Over time, the ambition is to add independent sector data, to provide a single repository of whole practice. Currently, patients are not able to access this data.
NCIP allows consultants in 13 surgical specialties to access their individual outcomes data, for personal learning, clinical governance, and appraisals. NCIP does not record practising privileges in the independent sector.
NCIP is a critical part of the response to the Paterson Inquiry, which recommended that there should be a single repository of the whole practice of consultants across England. By sharing high-quality outcome data, consultants, their appraisers, and responsible officers can compare outcomes for their practice or use peer review to improve their performance in a way that is measurable and objective, leading to better safety and efficiency across the NHS.

The Department is taking action to ensure sufficient provision of the histopathology workforce. As of April 2026, there were over 1,400 full-time equivalent consultants working in histopathology in National Health Service trusts and other core organisations in England. This is almost 50, or 3.5%, more than in April 2025.
NHS England is expanding histopathology training places and has increased trainee numbers since 2020. Additional actions that have been taken include long-term investment in training, greater flexibility and access to education programmes, training grants, retaining senior expertise through the retire and return for teaching programme, and expanding teaching and training fellowships to support workforce growth.
Alongside workforce expansion, NHS England is increasing productivity through the adoption of digital pathology, service automation, and demand optimisation. These measures, together with consistent standards, modernised assessments to support trainee progression, and retention initiatives, will help ensure the workforce can meet growing demand and support delivery of the National Cancer Plan's ambition for 98% of histopathology tests to be reported within 10 days by March 2029.
The Government is committed to publishing a 10 Year Workforce Plan to set out action to create a workforce ready to deliver the transformed service set out in the 10-Year Health Plan. The 10 Year Workforce Plan will ensure the NHS has the right people in the right places, with the right skills to care for patients, when they need it.

The Ministry of Defence authorised payments to the then hon. Member for Lagan Valley, Sir Jeffrey Donaldson, for consultancy work advising the UK Government on the Anglophile Crisis and assisting in the development of a peace process plan for the Government of Cameroon. Sir Jeffrey Donaldson had previously been involved in several successful peace processes including Northern Ireland and Colombia.

My Lords, first, I express my condolences to the family of the train driver who died in the accident last Friday, and, of course, to the relatives of those who were injured. I am not going to say any more, because that is for another day.
I am grateful to my noble friend for his Answer, but my figure for how much the Government have spent on consultants is £22 million, with a further £18 million to £19 million over the next 12 months. I have to ask my noble friend, what are they doing for their money? They are on a cost-plus contract, and the design has long since been since been finalised. What are they getting for their money apart from wasting taxpayers’ money?

The recent Statement by the Secretary of State for Transport in the other place said that the project—with Mark Wild as the new chief executive and Mike Brown as the new chair of the new board—is now expected to cost between £87.7 billion and £102.7 billion. The first trains are now expected to run between Old Oak Common and Birmingham Curzon Street sometime between May 2036 and October 2039, and the full scheme, including Euston Station and the connection to the west coast main line at Handsacre Junction, is expected to open between May 2040 and December 2043.
