The Government understands concerns regarding the impact of Chinese mitten crab in Cambridgeshire. However, whilst we continue to take steps to prevent the further spread of Chinese mitten crab, Defra is not currently aware of any cost-effective or proven methods of controlling this species in areas it is currently present, such as Cambridgeshire. Due to the known impact of this species we continue to monitor for any new viable methods of controlling and managing populations and to preventing further spread.
Although control in currently impacted areas is not currently possible, Defra has taken clear steps towards reducing the spread of this species. Chinese mitten crab is listed as a ‘Species of Special Concern’, this means it cannot be brought into GB, kept, bred, transported, sold, used or exchanged, allowed to reproduce, grown or cultivated, or released into the environment.
Defra also funds the Fish Health Inspectorate to carry out work to prevent the illegal sale and spread of this species and continues to support the ‘Check Clean Dry’ campaign which offers aquatic biosecurity advice to minimise the risk of spreading invasive plants and animals to new areas.

The Government takes invasive species seriously and has legislated to prevent the further introduction and spread of Chinese mitten crab. As a ‘Species of Special Concern’ it is subject to the Invasive Alien Species (Enforcement and Permitting) Order 2019, which means that it cannot be brought into Great Britain, kept, bred, transported, sold, used or exchanged, allowed to reproduce, grown or cultivated, or released into the environment. Defra funds the Fish Heath Inspectorate to carry out work to prevent the illegal sale and spread of this species.
Defra and the Environment Agency will continue to look for ways to manage this species but are currently not aware of any cost-effective or proven control methods, and there is limited scientific evidence on potential management approaches and its impacts.

We are considering carefully the implications of recognising in law the sentience of decapod crustaceans and cephalopod molluscs. The Government currently has no plans to bring forward legislative proposals to introduce a ban on the sale of live crabs and lobsters online.

The recently published 2017 crab stock assessment shows that the Western English Channel brown crab stock size has remained unchanged since the last assessment in 2014, with exploitation levels close to the levels required for maximum sustainable yield.
There are a number of control measures in place at European, national and local level which are summarised in this stock status report. The assessment indicates that the South West brown crab fishery is being managed sustainably. The next assessment should take place in 2019.

I share the hon. Member’s concern that the UK is currently unable to export live crabs to China. Defra officials are working closely with the Food Standards Agency, industry representatives and Devolved Administrations and have engaged extensively with the Chinese authorities, including through our Agriculture Counsellor in Beijing. We are scheduling a technical delegation to visit China to identify terms on which exports might recommence, and to emphasise the need for consistent application of testing for crabs caught in the same common fisheries area.

There have been at least 311 reported sightings of the Chinese Mitten Crab since 2004.
There are no control methods known to be effective in reducing Chinese mitten crab populations. Therefore, the Government’s focus is to minimise the risk of spread through good biosecurity. Defra is working with a broad range of organisations to promote the Check, Clean, Dry campaign to promote behaviours which reduce the risk of spread of aquatic invasive non-native species such as the Chinese mitten crab.

There are no control methods which are known to be effective in reducing Chinese mitten crab populations and it is thought unlikely that this species will ever be eradicated from Great Britain.
