The original funding package agreed in the 2010 Spending Review to fund delivery of Crossrail (excluding costs for trains and depots) was £14.8 billion.
Current forecast costs for completing Crossrail are £18.9 billion. This includes Network Rail On Network Works costs for surface works but exclude costs for trains and depots.

Crossrail Limited is a wholly owned subsidiary of Transport for London (TfL).
The Department remains fully committed to the delivery of Crossrail to get the railway fully open as soon and as safely as possible. The Government continues to work with Crossrail Ltd and TfL to support this.

In December 2018, the Government approved a £2.15bn funding package whereby the Department for Transport would provide a loan of £1.3bn to the Greater London Authority (GLA) and a loan of £750m to Transport for London (TfL) to finance the remaining costs of the project. The interest and loan repayment will occur annually over the next 10 years. The terms of the repayment are commercially sensitive.
