To ask the Secretary of State for Science, Innovation and Technology, whether specific, measurable deliverables have been agreed with (a) Anthropic, (b) OpenAI and (c) Google DeepMind under the Memoranda of Understanding signed since February 2025.
The Government has signed Memoranda of Understanding with these companies to support industry cooperation. You can read the full details of these agreements on the GOV.UK website for each company: Anthropic, OpenAI, and Google DeepMind.
The Government is already working with these firms to deliver on UK objectives. For example, Anthropic are developing an AI assistant to transform GOV.UK services, and OpenAI are collaborating with the Ministry of Justice to support businesses with AI innovation.
Our AI Security Institute also collaborates closely with these companies to research the serious risks that advanced AI could pose. Through this collaboration, the Institute helps to identify vulnerabilities in developers' models; both OpenAI and Anthropic have addressed dozens of such issues before releasing their models.
To ask His Majesty's Government whether the memorandum of understanding between the UK and Google DeepMind on AI opportunities and security has been fully implemented; how access to AI datasets will be overseen; who will oversee them; and how the process will be documented to ensure transparency.

Implementation of the Government's Memorandum of Understanding (MoU) with Google DeepMind is underway but is still in its early phases for many commitments, including AI datasets.
The MOU with Google DeepMind supports the Government’s AI Opportunities Action Plan, the work of the AI Security Institute, and our AI for Science Strategy.
To ask His Majesty's Government what steps they are taking to ensure the safe, transparent and accountable use of AI in public services under the partnership with Google DeepMind, in particular with regard to (1) the proposed automated materials science laboratory, and (2) collaboration with the AI Security Institute.

Google DeepMind will deepen its work with the UK AI Security Institute (AISI) through enhanced technical information exchange on frontier AI capabilities and their real-world impacts, including indicators of accelerating AI progress, and emerging security risks.
The partnership will advance joint research on AI safety, security and societal resilience, with Google DeepMind providing AISI with priority technical access to its frontier models. Google DeepMind will also collaborate with the UK government to explore AI-enhanced approaches to national cyber resilience, including initiatives to identify and remediate threats at scale.
The automated lab announced alongside the partnership is an independent Google DeepMind initiative and the UK Government is not involved in operation of the lab.
To ask Her Majesty's Government, further to the Written Answer by Lord O'Shaughnessy on 6 December (HL11728), what explanation they have received regarding Google’s plans for DeepMind Health; what assurances they have received that data transferred as part of the integration of DeepMind Health into Google cannot be used by...

We have sought reassurance that none of the current contracts with National Health Service trusts will be transferred to Google, and any changes will require the agreement of the trusts. The patient data processed for Streams will remain controlled by the trusts, and will not be used for any purpose other than the provision of direct patient care, as specified in existing agreements.
We are working with DeepMind and Google as they consider how to provide assurance on the use of patient data as Streams grows into a global product. The Code of Conduct for Data Driven Technologies sets out the principles that we expect NHS trusts and industry partners to follow.
To ask Her Majesty's Government what information was provided to NHS patients whose data are held by DeepMind Health before that company was integrated into Google rather than being a separate subsidiary; and whether patients gave informed consent for the handling of their data to be changed.

At this moment in time no contracts have been signed or amended, or other arrangements put in place, and the Streams team have been open with us at the Department about their plans for the transition.
National Health Service trusts are the data controller and retain the responsibility for how the data is used and for gaining patient consent for any change of use.
We have received assurances from DeepMind that no Personally Identifiable Data has been transferred as a result of this corporate restructure.

We will seek a full explanation from Google about its plans, including why they have halted the independent review panel and how they intend to replace this function.
We will work with regulators, including the Information Commissioner’s Office, and the Centre for Data Ethics and Innovation to ensure anything that happens as a result of the transfer of Streams respects patients’ privacy and complies fully with the law.
I met with DeepMind recently and raised this issue with them.
To ask Her Majesty's Government what independent verification is in place to make sure that the NHS data handled by DeepMind Health will be used only for appropriate purposes now that DeepMind Health is no longer a separate subsidiary of Google but has been fully integrated.

To ask Her Majesty's Government whether any underlying data from the Royal Free London and Moorfields Eye hospitals used by DeepMind is subject to contractual constraints that would prevent other innovators from developing similar commercial algorithms using the same data.

These agreements were entered into with DeepMind locally and separately by the two trusts. We are not aware of any exclusivity in either set of contractual arrangements. The Royal Free’s contract with DeepMind Services Agreement between DeepMind Technologies Limited and Royal Free London NHS Foundation Trust is publicly available, and a copy is attached.
The use of innovative technologies offers great opportunities to improve patient care, reduce pressure on clinicians and provide more efficient, sustainable and personalised health and care services. However, patients’ privacy and right to consent to the sharing of their data outside direct care must be respected and data must only be shared on the correct legal basis, and in line with guidance from the Information Commissioner’s Office and the National Data Guardian.

Some digital transformation is crucial if we are to get the best results for patients. This is an agreement between the individual trust and the partner organisation, and as such the Department does not hold the details of the agreement. However, arrangements local National Health Service organisations enter into with third parties to manage data on their behalf, whether for research or any other purposes, must comply with the Data Protection Act 1998.

In law, individual organisations providing National Health Service care are the legal data controllers for the information that they hold, and need to take the necessary action to prevent data from being accessed inappropriately. In addition, the proper use of informatics in medical research, diagnostics, treatment and condition management is central to the NHS’s ability to deliver safe and high quality patient care. There are national standards and protocols for monitoring and maintaining data security across the NHS.
To ask the Secretary of State for Health, what assessment he has made of the effect on patient confidentiality of the decision by NHS Royal Free Foundation Trust to grant DeepMind access to NHS patient records; and if he will make a statement.
To ask the Secretary of State for Health, what assessment he has made of the effect on patient confidentiality of the decision by NHS Royal Free Foundation Trust to grant DeepMind access to NHS patient records; and if he will make a statement.
Individual organisations providing National Health Service care are the data controllers for the information that they hold, and are responsible for ensuring that there is a legal basis for sharing confidential patient information with a third party.
Individual organisations must ensure that where patient consent is the basis for information sharing that patients are fully informed about the purposes for which personal information might be processed and with whom they might share information. Where a NHS organisation has contracted a third party to process personal information on its behalf to support the provision of direct care to patients the individual organisation must ensure that it has contractual safeguards in place to prevent the third party from using the data for purposes other than those determined by the NHS organisation.
NHS organisations should not share confidential patient information where the patient has objected – except in cases where there is a legal requirement to share data or an overriding public interest.
