The licences support flexibility in UK supply and global markets. Regulation 76 of the Russia Regulations (2019) requires businesses to notify Government within 30 days of use, due to low volumes, figures notified to Government on diesel and jet fuel imported into the UK are suppressed to prevent the identification of individuals or businesses. Notification of Russian crude in UK supply chains is a new requirement under the general licence. We do not have comparative data to show trends of imports before this.
The Government has committed to reviewing the licence every two weeks. This involves continually assessing its impact on energy supply, market conditions and other relevant considerations, against our objective to lift the licence as soon as is practicable. As part of this process, we have set an end date of 1 January 2027.

HMRC is responsible for enforcing the ban on imports of oil products refined in third countries from Russian-origin crude oil and investigating suspected offences.
HMRC uses a variety of proven methods to detect sanctions breaches, including: risk and intelligence-based checks on goods imported to the UK, auditing businesses involved in the trade of goods subject to sanctions; and collecting actionable intelligence from domestic and international law enforcement partners and the intelligence community.
Importers of diesel and jet fuel may be requested to present evidence of a good's supply chain. In some cases, HMRC officials may require the production of further information relating to the goods.

HMG does not hold a separate Government-owned strategic reserve of petrol or diesel. The UK meets its International Energy Agency obligations by requiring industry to hold emergency stocks, which can be made available in the event of a supply disruption.

Local authorities are responsible for arranging home to school travel for eligible children. They deliver their duty through a mix of in-house services, passes for free travel on public transport and contracts with private transport operators. Such contracts are a matter for the council and the operator.
The government is taking action to mitigate cost pressures where possible. We have extended the 5p fuel duty cut and petrol stations in the UK are being supplied as normal. My right hon. Friend, the Chancellor of the Exchequer, has announced over £100 million additional funding for the bus sector and is helping children travel for free by bus this August on participating local buses.

UK sanctions have been effective in reducing revenue going to Russia. Since the ban on import of Russian oil and oil products came into effect in December 2022, imports of Russian oil or oil products have reduced to zero. HMRC country of origin trade data shows UK imports originating in Russia to the value of less than £1 million in early 2023, and no further imports to date. On 20 May 2026 the Government introduced a new prohibition on the import of refined oil products refined in third countries from Russian crude, further reducing Russian revenues from oil exports. It is too soon to assess the impact of that measure.

Department for Transport officials routinely engage with Home Office officials on freight crime. This Government is highly aware of the rising frequency of freight crime including of fuel theft and the significant and damaging impact it can have on businesses and drivers. The Home Office are actively collaborating with Opal, the police’s national intelligence unit for serious organised acquisitive crime, which has a specialised vehicle crime intelligence function encompassing freight crime.

Fuel markets are overseen by the Competition and Markets Authority (CMA). The Government and the CMA are closely monitoring fuel prices in light of instability in the Middle East, and I have raised reports of localised price spikes directly with the CMA.
The CMA’s latest road fuels prices report published on the 1 May should reassure drivers that the road fuels market is working as expected at a time when drivers are under pressure.
Nonetheless, we have taken several measures to protect drivers. The Chancellor has frozen fuel duty since this Government came to office, extending the 5p fuel duty cut until 31 December. We have also implemented Fuel Finder, which my Department’s analysis suggests could save households that own a car around £40 per year on average.

Food security is a priority for the Government, and Defra is taking the impacts from the Middle East conflict seriously.
The Government has increased the frequency of official fertiliser price reporting, now published by the AHDB on a weekly basis. This will give farmers more timely and transparent information to support decision-making.
The Government asked the Competition and Markets Authority to consider industry concerns about red diesel, including transparency, and has taken further decisive action to support farmers by cutting it to its lowest rate in over 20 years, reducing the rates on red diesel by a third.

In April 2025, the Government set out that small and micro volume manufacturers will be exempt from the 2030 phase out date for new pure petrol and diesel cars. The Government will continue to work with the low volume manufacturing sector as proposals to implement the phase out are finalised.

An initial carbon analysis of options for phasing out the sale of new petrol and diesel cars from 2030 was included in the 2024 consultation. A cost benefit analysis on final proposals will be published when we consult on legislation to implement the policy. Government has reinstated the commitment to phase out sales of new petrol and diesel cars by 2030 which has restored investment certainty to the automotive sector. There are now over two million electric vehicles (EVs) registered in the UK and March was the biggest ever month for EV sales in the UK

There are no dedicated Net Zero levies on petrol or diesel in the UK.
