All work associated with Programme Euston is conducted in accordance with clear departmental security policies applicable at HM Naval Base Clyde and across the wider Submarine enterprise.

The Ministry of Defence does not comment on the detail of those policies as to do so could prejudice National Security.

Progress continues to be made on the extension of the Future Maritime Support Programme. Contracts covering the majority of ship‑related services have been agreed, with the remaining elements in the process of finalisation, while arrangements are in place to ensure continuity of submarine support services ahead of a new contractual agreement expected to commence later in 2026.

Following last week’s welcome announcement of defence investment in Scotland, will the Minister provide an update on the plan to take forward Programme Euston at Faslane? Does he agree that the skilled workforce at the Methil yard in my constituency, which was saved by this Government, will provide excellent capacity to deliver that vital contract?

Programme Euston is the Royal Navy’s solution to Additional Fleet Time Docking Capability. The programme aims to deliver a resilient out of water engineering capability at HMNB Clyde by the early 2030s.

The next key milestone will be the submission of a Programme Business Case in mid-2026. Timelines are kept under regular review as part of the Department’s major programmes portfolio. For reasons of commercial and operational sensitivities, the department is unable to provide detailed timelines.

With design work already underway, the Department intends to place a contract for the manufacture of the floating docks following production of the technical specification and upon completion of a procurement process.

While not formally under the scope of the National Shipbuilding Strategy, the analogous shipbuilding sector is well placed to participate in an upcoming procurement for the floating docks. As such, the National Shipbuilding Office has been consulted as part of the next investment decision point. Until the outcome of that next investment decision point is known, it is too early to provide information on job creation.

The Naval Support Integrated Global Network (NSIGN) Programme continues to progress through the Assessment Phase with the NSIGN (Submarines) Project Outline Business Case (OBC) approved April 2025 and Full Business Case approval expected in early 2026. Concept work is progressing with the NSIGN(Ships) and NSIGN (Naval Bases) Projects seeking OBC approval early and mid-2026 respectively.

The NSIGN Projects will enable the Ministry of Defence to contract for Submarine and enabling Naval Base services delivered through Clyde and Devonport in March 2026 and for Ships and wider Naval Base services from October 2028, with a parallel (and planned) extension of the Future Maritime Support Programme (FMSP) where required, for the period March 2026 to October 2028.

Programme Euston is currently in the Concept Phase and no procurement decisions have been made. A detailed assessment of market capacity and capability will take place as the requirements develop.

Following normal process, economic and social value benefits will be assessed by Programme Euston as it progresses through its business case approvals. No assessment has yet been undertaken.

There is a strategy in place to upgrade infrastructure and provide suitable docking for the new Dreadnought Class submarines across existing UK naval bases and dockyards.
