The government has tasked Great British Energy – Nuclear (GBE-N) with identifying suitable sites, including those in Scotland, that could host a potential large-scale new nuclear project.

There was no measurable change in the alpha emitting particulate discharge from the Naval Reactor Test Establishment (NRTE). There was a measurable increase in the already very low levels of radioactive noble gases discharged; however, all discharges remained well below the levels authorised by the Scottish Environmental Protection Agency. The Shore Test Facility reactor at the NRTE ceased operations in July 2015.

To ask the Secretary of State for Defence, how many nuclear safety incidents were recorded in each of the last ten years of operation of the naval reactor test establishment at Dounreay.
In each of the last ten years of operation (from 2006 to 2015), no nuclear safety incidents have been recorded at the nuclear reactor test establishment at Dounreay.
The Ministry of Defence is using the definition of an "incident" as that meeting Level 1 of the International Nuclear and Radiological Event Scale (INRS). The International Atomic Energy Agency established the INRS as an international standard to define the severity of nuclear accidents.

we have a skills pool that is second to none. As Dounreay continues to decommission, it is vital that we redeploy those skills to the maximum benefit of the local economy and the UK economy. Can the Prime Minister give me an undertaking that the Government will work very closely with the management at Dounreay, the relevant local trade unions and the Nuclear Decommissioning Authority to make sure that redeployment of skills actually happens to the benefit of the UK?

Gentleman says, of the United Kingdom. We welcome Dounreay Site Restoration’s statement of support for its staff and its intention to support them through a transition into other employment. I understand that it will develop training and support programmes to put individuals in the strongest possible position to move into another local job in one of the growing local industries, such as space, which the hon. Gentleman has referenced in previous Prime Minister’s questions, or renewable energy.

The Government’s industrial strategy is all about trying to ensure that every part of the United Kingdom benefits from the new industrial opportunities now open to us, and my right hon. Friend the Business Secretary will be working with the Scottish Government to ensure that it delivers for Caithness and Sutherland.

Security at Dounreay nuclear site is a high priority for the Government. However, the Government does not comment on security at nuclear sites. Allocation of officers at Dounreay nuclear site is subject to the same processes and rules as other civil nuclear sites in the United Kingdom as regulated by the Office of Nuclear Regulation.

The Government plans to manage the remaining nuclear material from Dounreay was set out in the NDA Credible Options paper published in February 2013. There has been no change to this policy:

Since the award of the contract for the Dounreay site in 2012, additional scope has arisen, covering:
1. Differences between the condition of the site at the time of contract award and its condition when the tender documents were published;
2. Physical enhancements to the site, arising from evolving national standards;
3. Removal of nuclear fuels from Dounreay to Sellafield for long-term storage, in line with Government policy that was subject to consultation at the time of the contract award.
The full scope of all changes to the contract is not yet fully costed. The NDA has, however, announced that it will make available £50 million from savings elsewhere in its estate in the current financial year and in 2015-16 to enable work to continue including additional scope. Funding in subsequent years will be subject to the next spending review.

The estimated Target Cost at the time of contract award in 2012 was approximately £1.5 billion in 2012-13 money values. It covered all of the scope in the Dounreay Lifetime Plan to bring the site to its Interim End State which was capable of definition at the time of tender; it excluded scope that was not capable of definition at the bid stage. The contract contained provisions for change control for new scope and also for indexation for inflation. The Target Cost at 31 March 2014 is £1.7 billion. The estimated saving to the public purse arising from the Preferred Bidder's target costs compared to the extant Lifetime Plan was, and remains, well in excess of £1 billion.
