That this House notes that in December 1992 Colonel A.E.F. Cowan OBE, formerly military attache in Belgrade, applied at the behest of Kathy Wilkes of the Inter-University Centre, Dubrovnik, for an export licence for mine detection equipment for use in mine clearance prior to rebuilding of houses damaged by internal conflict in the city of Dubrovnik, notes too the Department of Trade and Industry's refusal dated 11th January 1993; welcomes the apparent change of heart evidenced by the reply to the honourable Member for Stockton North from the Minister for Trade on 4th March which states 'The temporary export of detectors for humanitarian purposes... would be given sympathetic consideration'; and urges the Minister of Trade to grant the resubmitted application for such technology at the earliest date provided of course that the proper end use is thoroughly assessed and the technology adequately protected.
