Scotland Office Ministers and officials regularly engage with Fife Council on a wide range of regional economic development priorities, and will continue to do so.
Planning, and cultural heritage projects are devolved matters, and specific operational discussions regarding the Heart of Dunfermline feasibility study therefore rest with Fife Council and the Scottish Government.
However, the UK Government remains fully committed to supporting the long-term prosperity of Scotland’s newest city. We continue to work closely with local authorities across Scotland, including Fife Council, through investment frameworks like the Edinburgh and South East Scotland City Region Deal, Local Growth Fund, and the Defence Growth Deal to unlock growth and boost the regional economy.

To ask the Secretary of State for Housing, Communities and Local Government, when she plans to announce the outcome of the consultation on cultural funding for the City of Dunfermline.
The consultation for this funding launched on 31 October with a deadline for responses by 13 December. Returns are being carefully considered. In line with our expectations that the process would take approximately 12 weeks, we hope to communicate a decision to Fife Council and other consultees by the end of January.

Local places will rightly be seeking clarity on existing funding commitments. The Government is giving full consideration to this matter, including the hard work undertaken on projects to date, and will continue dialogue with local leaders.

Driving examiners (DE), based at Kirkcaldy driving test centre (DTC), are deployed between Dunfermline DTC and Kirkcaldy DTC to service demand.
There are test slots available to book at Dunfermline and Kirkcaldy within the booking window. There is sufficient resource to service demand at both test centres; therefore, there are no DE vacancies.

Based on demand, Dunfermline driving test centre operates 3 days per week, and Kirkcaldy operates 5 days per week.
On average, there are 78 driving test slots available per week at Dunfermline test centre, and 138 at Kirkcaldy. Driving examiners are deployed between the two test centres to balance out driving test waiting times.
The average waiting time for a practical car test at Dunfermline, and Kirkcaldy is 12 weeks, which is less than the current national average. As of 20 March 2023, there were 153 and 425 driving tests available at Dunfermline and Kirkaldy respectively.
Based on customer demand, 60 cities, out of 70, have permanent driving test centres. The ten that do not are listed below, alongside their nearest test centre. The only cities without a driving test centre within 15 miles are Wells and St Davids.

That this House acknowledges the contribution of the Vine Centre to Dunfermline and West Fife, as they facilitate driving tests at their premises for three days a week following DVSA closure of a full time Dunfermline driving test centre; further acknowledges the need for a full time driving test centre to be reinstated in the newly appointed City of Dunfermline with its mix of urban and rural environments and whose growing population is causing increased demand for local driving tests; expresses concern at delays in obtaining a test slot in Dunfermline due to the current three days a week availability, where such delay adversely affects both the livelihood of local driving instructors and impacts negatively on learner drivers forcing them to travel to Kirkcaldy or alternative centres to avoid undue delay in being tested and which disadvantages them in being tested in unfamiliar circumstances and adds time and costs to the test process; calls on the DVSA and the responsible Minister to meet with driving instructors association who operate in the City of Dunfermline to hear their serious concerns first hand and to offer solutions to ensure Dunfermline and West Fife learner drivers are not further disadvantaged.
