The Government is investing in bus services and has confirmed over £3 billion from 2026/27 to support local leaders and bus operators across the country to improve bus services for millions of passengers.
To support public transport connectivity between Grays and Ebbsfleet, the department has allocated Kent County Council £78.3 million and Thurrock Council £6.5 million between 2026 and 2029. They will have the flexibility to use this funding to meet local needs and reflect local priorities.

The purpose of the visit in question was to share knowledge and expertise between DEFRA, MHCLG, Ebbsfleet Development Corporation (EDC) and Natural England about how to best to harmonise development and nature recovery, drawing on insights from EDC and Natural England’s joint working on this recently designated site.

As the sponsor Department, the Ministry of Housing, Communities and Local Government has always had regular discussions with Ebbsfleet Development Corporation (EDC) on matters relevant to its core objectives.
The EDC has not formally requested a review of the SSSI designation in question but continues to work with Natural England as part of an agreed Memorandum of Understanding to support wider development proposals for Ebbsfleet Central.

Other than a site visit to the Swanscombe Peninsula Site of Special Scientific Interest, hosted by Ebbsfleet Development Corporation (EDC) in July 2025 and attended by officials from Defra, Natural England, and the Ministry of Housing, Communities and Local Government, EDC has made no communication to the Department since 4 July 2024.

The Ministry of Housing Communities and Local Government, as the sponsor department, has regular discussions with Ebbsfleet Development Corporation on matters relevant to its core objectives including the impact of the Site of Special Scientific Interest.

The role of Ebbsfleet Development Corporation (EDC) is to facilitate delivery of up to 15,000 homes at Ebbsfleet Garden City. To date, over 5,000 new homes have been completed.
EDC publishes annual business plans that show over the last five years, an average of over 550 homes have been delivered per annum, exceeding the Corporation’s annual targets in each of these years.
The next EDC business plan will be published in due course.

Section 28D of the Wildlife and Countryside Act 1981 provides the legal framework for denotification of Sites of Special Scientific Interest (SSSIs). If Natural England’s opinion is that an SSSI (or part of an SSSI) is no longer of special interest e.g. because of natural changes, they can denotify it. The Secretary of State has no role in the de-notification of terrestrial SSSIs.
Natural England has no plans to de-notify the site. They report that all but 1 of the 12 special features of Swanscombe Peninsula are in favourable condition.

Natural England notified the Site of Special Scientific Interest (SSSI) at the Swanscombe Peninsula in 2021 due to its special interest for numerous rare plant, bird and invertebrate species. The SSSI’s citation sets out the full list of species concerned and can be found at : Swanscombe Peninsula 2021 SSSI Citation.

Ebbsfleet Development Corporation are committed to delivering a well planned and vibrant garden city that offers high quality and well designed homes, with a mix of tenures for all stages in life, including affordable housing.
So far 129 affordable housing units have been built within the Ebbsfleet Garden city. Of these, 78 units are affordable rent and 51 are shared ownership. A further 372 affordable homes currently have detailed consent. Again, these would be a mix of affordable rent and shared ownership.

The Government’s ambition is for the creation of 15,000 new homes at Ebbsfleet. Since the creation of the Ebbsfleet Development Corporation in April 2015, over 1000 homes have been started within the Ebbsfleet planning authority area. 438 of these have been completed. Alongside healthy initial construction, there is outline planning consent for 10,694 new homes in Ebbsfleet and detailed planning consent for 2,088 units.
