The Government is concerned by the impact that drug trafficking from South America, particularly cocaine trafficking, is having in the UK and its Overseas Territories. Tackling the supply of drugs remains a priority for this Government and will play a critical role in making our streets safer, including delivering our mission to halve knife crime over the next decade.
Ecuador is a key smuggling route for cocaine ending up on UK streets, making joint action essential as part of the UK’s end-to-end approach, including working with law enforcement partners internationally, and at the UK border to tackle the gangs responsible for drug trafficking. Home Office International Operations and UK law enforcement are stationed in Ecuador with officers providing training, equipment and support to enhance the capabilities of Ecuadorian law enforcement – better preventing cocaine from reaching British borders.
In 2024, in Ecuador alone, Home Office International supported the seizure of nearly 95 out of the 300 tonnes seized by police. In May 2025, the UK and Ecuador signed a memorandum of understanding, cementing both countries’ commitment to dismantling and disrupting violent criminal networks, which threaten the safety of communities in Britain and South America alike.
Funding for UK law enforcement activity and support in Ecuador is provided via the Integrated Security Fund, Home Office Drug Strategy funding and law enforcement agency budgets.

The UK and Ecuador have an excellent bilateral relationship, and we work closely on shared issues including the environment and climate, the fight against drugs and organised crime, and delivering economic growth. The Minister of State for Security met ministerial counterparts on his recent visit to Ecuador. During his visit he discussed the security challenges facing Ecuador and signed a memorandum of understanding on security cooperation, which offers UK support to Ecuador in their fight against serious organised crime. In May, the Minister of State for International Development, Latin America and Caribbean met the Ecuadorean Foreign Minister in London, whilst President Noboa had an audience with His Majesty the King. We will continue to work to strengthen our relationship with Ecuador.

Staff in Quito and London remain in regular contact with the Ecuadorean authorities following recent security incidents and the declaration of a nationwide state of emergency in January. Our wide-ranging security cooperation includes practical capacity and capability support, such as the donation in early March of essential security equipment which will bolster frontline police capability and protection. I [Minister Rutley] spoke with Ecuadorean Foreign Minister Sommerfeld on 7 March and reaffirmed the UK's commitment to supporting Ecuador in its fight against serious organised crime. We are committed to supporting the country in ensuring that the rule of law prevails.

The examination of goods included in Appendix 1, Section B, Subsection 1, A, 2 of the Annex Modifications to Annex 1 to the UK-Andean Trade Agreement must take place within two years of entry into force of the UK-Andean Countries Trade Agreement. The agreement entered into force for all parties in June 2022.
In the review, the UK will consider the interests of businesses and consumers alongside our development objectives. The Government will engage stakeholders and meet our existing commitments for consultation in the UK-Cariforum Economic Partnership Agreement.

We are closely monitoring the security situation in Ecuador. The UK stands with Ecuador in their fight against organised crime, not least because of the links to the international trade in cocaine. We have been working closely with Ecuadorean partners since 2012 on tackling international organised crime, and we will continue to explore how we can help further. We are committed to supporting Ecuador in ensuring that the rule of law prevails.

We are carefully monitoring developments in Ecuador following recent security incidents and the declaration of a nationwide state of emergency. We are in close contact with the Ecuadorean authorities in both Quito and London. We have been clear in our discussions that we will continue to support Ecuador in its fight against serious organised crime and the maintenance of law and order.

The UK and Ecuador have an excellent bilateral relationship, and we work closely on issues including the environment and climate, their fight against drugs and organised crime, and on the United Nations Security Council. Our Ambassador to Ecuador has talked with President-elect Noboa about our relationship and the opportunities it affords. We will continue to work to strengthen our relationship with Ecuador with the new President and his government once in place, including through ministerial meetings as appropriate.
