Turf Lock Fish passage project at Mildenhall was developed and funded in partnership as part of the catchment-based approach to help improve our water environments.
The project was delivered over 5 years as part of the Water Environment Improvement Fund (WEIF) Capital Programme. Through this fund the Environment Agency adopted a catchment approach, focusing on local communities, partner needs and looking for shared benefits supporting the environment and local communities.

To ask the Secretary of State for Environment, Food and Rural Affairs, how much has been spent on maintaining the eel pass at St Ives sluice in each year since 2015.
The Environment Agency (EA) is the asset owner for the St Ives eel pass.
Historically, the EA’s maintenance work has also been combined with routine operational checks to ensure the sluice gates at St Ives function correctly, rather than issuing a separate work order solely for inspecting the eel pass. Operational checks involve activities such as verifying gate movement, mechanical integrity, and overall system performance to maintain safe and reliable operation.

This is a devolved matter and therefore the response relates to England only.
Defra’s funding will support three eel management and conservation projects for delivery in 2026:
- Developing silver eel escapement models to better estimate how many eels migrate to the sea, using survey results from the River Frome
- Research to optimise the trap and transport of silver eels from landlocked water bodies and assess the success of onward migration of trap and transported eels
- Upgrading and extending the life of satellite tags to track silver eels closer to their spawning grounds
Due to the nature of research in the aquatic environment it is not possible to meaningfully compare costs, but all projects are assessed by Defra to ensure policy priorities will be delivered and demonstrate value for money.

Actions to address the pressures on eels at the River Basin District scale are set out in Eel Management Plans, which the EA continue to deliver and report against. Additionally, as noted in response to Question 101014, Defra has recently funded three projects to improve eel management and conservation.
Defra officials will meet with the Devolved Governments in early 2026 to review the current approaches to eel management across the UK nations.

The Environment Agency (EA) are responsible for eel management in England. As a non-departmental public body, the EA determine how to allocate their funding from Defra across their activities. Defra has recently committed £350,000 for research and development projects to drive improvements in eel management and conservation.

Progress on eel management and protection was assessed in in the Implementation of UK Eel Management Plans (2020 – 2023) report, published in December 2024. The Environment Agency continues to implement the measures set out in the management plans aimed at the recovery and sustainable management of eel populations.

As an endangered species, the international trade in European eel is regulated through the Convention on International Trade in Endangered Species (CITES). Any exports are subject to rigorous scrutiny, including through assessments of legal acquisition and non-detriment.
The UK’s approach to these exports is being reviewed by the new Government to ensure legality, sustainability, and alignment with global conservation efforts.
The export of European eel to Russia is not currently sanctioned.

European Eel is a critically endangered species and, as such, its trade is tightly regulated. As a result of the Northern Ireland protocol, trade in European Eel to and from Northern Ireland now falls under the EU’s rules. Lough Neagh Fisherman's Co-operative can continue to access the EU market for European Eel, which normally accounts for over 80% of their sales. The UK Government has made the scientific case for some continued trade between Northern Ireland and Great Britain, on the basis that it would not be detrimental to the species as a whole. However, the EU have not accepted this case so, Lough Neagh Fisherman's Co-operative will be unable to trade European Eel with Great Britain during 2021. The Government is seeking independent peer review of the scientific case for ongoing trade and will re-present this case to the EU later in 2021, for further consideration. The Government is also exploring other options to reduce the regulatory requirements for movements from Northern Ireland to Great Britain of the limited goods to which they apply.
