We have learned the lesson that early support is vital for Ukraine's winter preparedness and therefore announced £20 million for the Ukraine Energy Support Fund in February. This will deliver equipment such as generators, energy systems, grid protection and emergency power capacity in time for this winter and brings total UK support to the Fund to £173 million since 2022. The Fund directs support to the most urgent needs across Ukraine including to Kyiv, Chernihiv and Sumy.
Power outages disrupt heating, water, and essential services, creating a risk of humanitarian crisis. The UK has committed almost £577 million for humanitarian support since 2022 and we continue to work with the Ukrainian authorities, UN organisations, and charities to reach the most vulnerable communities.
Finally, enhanced air defence is essential to protecting Ukraine's energy infrastructure. The UK recently announced a further £100 million for interceptors and continues to encourage other partners to follow suit.

The classification of an energy supply as domestic or non-domestic is determined in accordance with supplier licence conditions and guidance issued by Ofgem, the independent energy regulator. Suppliers are responsible for ensuring that premises are correctly classified, and whether a particular supply is treated as domestic or non-domestic depends on the specific circumstances of the case.
The Government and Ofgem recognise that indirect domestic energy consumers may not always benefit from the same protections as consumers who contract directly with suppliers.
Ofgem has started work on adopting a more consumer outcomes-based approach to regulating both the domestic and non-domestic energy suppliers, with their first consultation having closed over the summer. The Government recognises the difficulties bereaved families can face and continues to work with Ofgem and suppliers to ensure all consumers are treated fairly.
Standing charges form part of energy suppliers’ tariff structures and are regulated by Ofgem, as the independent regulator. The Supplier Licence Conditions do not set out a specific exemption from standing charges for unoccupied properties while probate or related legal processes are completed, and any changes to the Conditions are a matter for Ofgem.
During probate, a representative or next of kin can contact the energy supplier to request that the account be frozen, so that energy bills can be settled as part of the estate.

The Government is committed to supporting the sustainable growth of the UK's data centre sector reflecting their critical importance to the economy, public services and national security. A limited number of strategically important data centres may be supported through the Connections Accelerator Service (CAS) subject to the CAS Project Selection Process. The selection process includes due diligence from DBIST and an evaluation of the project alignment to government priorities including economic growth, jobs and net zero objectives. CAS provides enhanced engagement with network companies to identify opportunities to accelerate connections where possible, but it does not guarantee an earlier connection date.

The Government considers the costs and benefits of energy storage through its wider assessment of future energy system requirements. NESO is assessing the relative costs of delivering different generation, network and storage technology types as part of its Strategic Spatial Energy Plan (SSEP) analysis. The Government has now received NESO’s SSEP Pathway Options Report, which we are carefully considering. Electricity storage projects are delivered through private investment and participation in energy markets.

The Government recognises that growth in AI and data centres is increasing electricity demand and that grid connection delays are a major barrier to new capacity in the UK.
To address this, the Government is reforming the connections process to better support strategically important demand, including data centres. Working with DESNZ, Ofgem and the National Energy System Operator, reforms will reduce delays, limit speculative applications and prioritise viable projects, helping unlock capacity faster while maintaining security of supply. Through the AI Energy Council, we are exploring a resilient, sustainable and scalable solution.

The Government's Warm Homes Plan, published earlier this year, represents the biggest public investment in home upgrades in British history, rolling out cost-effective, clean energy technologies that reduce bills including solar, batteries, and heat pumps.
Low-income households can access fully-funded grant support through the Warm Homes: Local Grant, delivered through local authorities, and the Warm Homes: Social Housing Fund, delivered through social housing providers.
Additionally, universal grants of up to £9,000 are available for heat pump installations through the Boiler Upgrade Scheme, and the Warm Homes Plan also committed to brand-new scheme offering low interest, government-backed consumer loans supported with £2 billion of public funding, providing further help with upfront costs.
