|To ask the Minister for the Cabinet Office, further to the report entitled Homes England Equality, Diversity and Inclusion (EDI) Annual Report 2025 to 2026, published on 17 July 2026, what guidance she has provided on the requirements for Arm’s Length Bodies to publish an annual diversity report.
Arm’s Length Bodies (ALBs) are accountable to their sponsor department for their performance and use of resources, and are required to implement corporate governance in line with established codes of good practice.
The standard for corporate governance for ALBs is set out in Chapter 6 of Corporate Governance in central Government departments: Code of Good Practice. Additional guidance and standards include the Code of Conduct for Board Members of Public Bodies, the Seven Principles of Public Life, the Financial Reporting Council’s UK Corporate Governance Code, and the Government Financial Reporting Manual 2022-23, which provides specific guidance on the form and content of annual reports.

The UK is committed to defending gender equality, human rights and democratic freedoms against growing global rollback. Across the Foreign, Commonwealth & Development Office, we are using our diplomatic and development levers to defend established international commitments, build coalitions with partners and embed gender equality and support for rights and democracy, across our diplomacy, development, security and trade work.

Work is underway across the Foreign, Commonwealth & Development Office (FCDO) to implement the UK International Strategic Framework on Women and Girls and put in place arrangements to monitor progress and establish governance mechanisms. As set out in the Framework, rigorous reporting and governance will monitor delivery against our goals on women and girls and support transparency and accountability.

To ask the Secretary of State for Justice, what assessment has his Department made of whether financial hardship is a factor in requests to be excused from jury service and the effect on the diversity of juries.
Jury service is an important civic duty, and the Government is committed to ensuring jurors feel supported throughout their service. All support to jurors is kept under regular review to ensure it remains appropriate and accessible.
Jurors do not receive direct payment for jury service but may claim allowances towards financial loss, travel and subsistence. There has been no separate assessment of the maximum daily rate of the loss of earnings allowance or the financial impact of jury service on lower-paid workers.
We recognise that some individuals may experience financial difficulties serving. Applications for excusal due to exceptional circumstances, such as financial hardship, can be made when summoned. The proportion of those who apply for this is low, as shown by the latest figure below for 2025/2026:
7.6% of all excusals were due to financial hardship.
Courts may also be able to arrange to pay expenses during the trial if a juror is facing financial hardship.
The number of jurors who have claimed the loss of earnings allowance each year for the past five years is not routinely available and can only be obtained at disproportionate cost.
We do not hold comprehensive diversity data for all jurors; therefore, no assessment has been made of the impact of excusals for financial hardship on jury diversity.
We are mindful of the impact that jury service can have on jurors in the context of long running trials, particularly jurors who have financial concerns.
It is, in part, for that reason that we are introducing the option of judge-only trials for highly complex or lengthy fraud and financial cases - where the trials can take months and therefore impose a disproportionate burden on jurors.

The Government considered the available evidence on homelessness, sponsorship sustainability, local authority impacts and affordability when deciding the future funding arrangements for Homes for Ukraine.
The scheme has evolved from an emergency response into an established programme, with the announced changes ensuring the scheme remains sustainable. Thank you payments will continue to be paid as a gesture of appreciation for those opening their homes - this does not represent a rent payment or a long-term funding arrangement. From 1 January 2027, thank you payments will be £100 per household each month. Sponsors and hosts may ask adult guests to contribute reasonably towards household expenses or consider a formal rental arrangement.
The local authority tariff will also reduce from £5,900 to £3,300 from 1 January but will remain un-ringfenced and can support rematching and homelessness prevention.
Current available data indicates that most Ukrainian households at risk of homelessness have had that risk prevented or relieved. Local authorities can continue to use the un-ringfenced Homes for Ukraine tariff flexibly to support rematching, homelessness prevention and sustainable housing options. The Department will continue to monitor homelessness data and work with local authorities.

In our manifesto, we committed to strengthening protections against dual discrimination. Last year we launched a Call for Evidence on this commitment, as well as a number of other areas of equality law.
The Government is considering how to strengthen protections against dual discrimination in the most effective way. This objective is being informed by comprehensive analysis, including of the responses to the call for evidence. The Government plans to set out the next steps for this work, along with other equality law issues addressed in the 2025 Call for Evidence on Equality Law, in due course.
