The Foreign, Commonwealth and Development Office (FCDO) uses a combination of grants and other instruments, including loans, as most appropriate to deliver the intended outcomes and provide the best value for money. No existing FCDO International Climate Finance programmes have been switched from grants to loans linked with the recent announcement of £2 bus fares.

The Government continues to monitor individual cases of concern in Saudi Arabia, and we regularly raise human rights with the Saudi authorities, including at ministerial level. The UK continues to oppose the use of capital punishment in all circumstances.

The ongoing conflict in Amhara has led to significant humanitarian needs, including rising food insecurity, and widespread conflict-related human rights violations and abuses. In coordination with international partners, the UK continues to use its voice in multilateral fora, including the Human Rights Council, to call for accountability for the abuses and atrocities committed in the conflict to date, and we raise these issues on a regular basis with the Government of Ethiopia.

As we have stated on numerous occasions, including the Urgent Question debate on 5 November 2025, the Government remains extremely concerned about reports of external support to the warring parties in Sudan, and we have repeatedly called on all international actors to end the supply of weapons, finance, and personnel, and use whatever influence they have to bring the warring parties to the negotiating table.
The Foreign Secretary's statement to the House on 5 February set out the action taken against those accused of procuring Colombian mercenaries to train and fight for the Rapid Support Forces (RSF), as well as those involved in funding the RSF's activities. To date, we have sanctioned 24 individuals and entities aligned with or backing the warring parties.
Last year, we worked closely with international partners to secure the renewal of the long-standing UN arms embargo on Darfur. The UK will support its further renewal in September and will continue to push for the embargo to be extended to the whole of Sudan. We expect all countries to comply with their obligations under UN sanctions regimes.

The UK continues to monitor the evolving situation between Ethiopia and Sudan closely. Any further escalation would risk destabilising the region and carries a high risk of human rights abuses and atrocities. The Foreign Secretary discussed the conflict with the Ethiopian Prime Minister during her visit to Addis Ababa in February, and the Minister of State for International Development and Africa reiterated these messages in a call with the Ethiopian Foreign Minister on 25 March.
During the Foreign Secretary's statement to the United Nations Security Council on 19 February, she made clear that "We urgently need an end to arms flows. Reports into breaches of the UN arms embargo, which we agree should be extended and enforced, must be investigated." We continue to emphasise to all parties the importance of refraining from actions that prolong the conflict and urge those with influence over the warring parties to bring them to the negotiating table to seek a political resolution.
We also expect all countries to comply with their obligations under United Nations sanctions regimes, including upholding the UN Arms Embargo on Darfur, and will continue to work closely with Security Council partners and the UN Panel of Experts to support effective monitoring and enforcement.

The Home Office, working with the Foreign, Commonwealth and Development Office, engages regularly with the Ethiopian Government to support the return of Ethiopian nationals with no right to remain in the UK.
In February 2026 the Foreign Secretary visited Ethiopia and discussed cooperation on illegal migration and returns with Ethiopian counterparts, and officials are taking forward further technical and operational engagement to enhance cooperation on returns.
The Government has removed or deported nearly 60,000 illegal migrants and foreign criminals since it took office.

We continue to call on all parties to engage in dialogue to address the underlying causes of conflict. Through our Human Rights and Peacebuilding Programme, the UK supports dialogue efforts by local peacemakers, women's groups and the Inter-Religious Council of Ethiopia. The UK also supports the investigative capacity of Ethiopian Human Rights Commission to follow up on reports of violations affecting civilians.

Recommendations from the Joint Analysis of Conflict and Stability are being translated into concrete actions measures or actions to strengthen accountability, reinforce mechanisms for monitoring and investigation, and improve documentation of international human rights and humanitarian law violations. We continue to help victims organise, prepare and be ready to participate fully when the transitional justice process resumes. And we continue actively supporting multilateral efforts to promote peace and stability in Ethiopia, engaging with the African Union and backing implementation of the African Union-led Cessation of Hostilities Agreement, including funding monitoring and compliance mechanisms.
