No such assessment has been made, and none is planned at this time. But we take any evidence of public health problems seriously, and continue to monitor the concerns that have been raised on this issue.

The department is still at an early stage of developing the new technical education pathways. Our ambition is to give every young person access to high-quality technical education pathways from age 14 and support progression into further study, training and skilled employment. We will work with the Mayoral and Strategic Authorities and local leaders to design locally tailored, vocationally focussed pathways for each region to begin rolling them out from September 2028. We will work closely with Strategic Authorities, schools, colleges and employers to understand the implications of the proposals for staffing, facilities and infrastructure.

The Government is investing £400m in new and upgraded grassroots sport facilities, promoting health, wellbeing and community cohesion, while removing the barriers to physical activity for under-represented groups, such as women and girls, people with disabilities, and ethnic minority communities. In 2026/27, this includes £85 million through the Multi-Sport Grassroots Facilities Programme to build and upgrade pitches and facilities UK wide.
Projects funded through the Programme include artificial grass pitches. These pitches provide durable, safe, year-round playing surfaces which can sustain up to 80 hours of use per week, helping more people to access the benefits of physical activity. By comparison, a good-quality grass pitch can host just 4-6 hours usage a week, depending on weather and time of day.
We are also determined to ensure that access to quality sport and physical activity opportunities extends to covered facilities. Over £5 million will be invested in covered cricket and tennis facilities and £3 million in the construction of five covered cricket domes in 2026/27. While this initial new fund is focused on England, we will use learnings from the delivery of these facilities to inform future investment decisions.
We are keen to ensure that future grassroots sports facilities funding programmes are tailored to local demand, and will provide communities with year-round facilities where that demand exists. We are working with sporting bodies and local leaders to establish the type of facilities each community needs across the UK.

We are absolutely committed to ensuring that every child has the opportunity to participate in sport and physical activity, and recognise the crucial role school facilities play in delivering this.
As part of this Government's commitment to school sport, we have announced nearly £200 million to improve school sport and PE infrastructure. We are working with Sport England to ensure the funding tackles inequalities in access to sport and physical activity.
In addition, the new PE and School Sport Partnerships Network, announced in June 2025, will better connect schools with National Governing Bodies, local clubs and other providers. The model will build on learning from current and previous initiatives, such as Opening School Facilities, and support schools to make more effective and strategic use of their assets, including facilities.

We engage with a broad range of stakeholders, including trans organisations, regarding equality matters, which may sometimes cover access to essential services.
The EHRC has confirmed that monitoring of the Code of Practice for Services, Public Functions and Associations is in their forward plan. The EHRC also has statutory powers to investigate cases where duty bearers may have acted unlawfully.
