To ask the Chancellor of the Exchequer, whether Red Diesel for the purpose running fairs and circuses is included in the off-road operation tax freeze.
On 20 May, the Government announced support for households and businesses with their fuel costs, in response to the conflict in the Middle East. This included targeted support for users of red diesel and rebated biodiesel, where the duty rate for these fuels will be cut by over a third to 6.48p per litre, the lowest rate in over 20 years.
The cut will support substantial users of red diesel, such as farmers and rail freight, which have seen significant price increases as a result of the conflict. It will also benefit other users of red diesel, including travelling fairground and circus industries who use diesel for powering their machinery.
This red diesel cut will take effect from 15 June and remain in place until the end of 2026.

To ask the Secretary of State for Digital, Culture, Media and Sport, with reference to guidance, Covid-19 Response - Spring 2021, at what stage the Government plans that travelling showpeople will be able to proceed with (a) fairground rides and (b) other services at (i) events and (ii) festivals.
To ask the Secretary of State for Digital, Culture, Media and Sport, with reference to guidance, Covid-19 Response - Spring 2021, at what stage the Government plans that travelling showpeople will be able to proceed with (a) fairground rides and (b) other services at (i) events and (ii) festivals.
Outdoor funfairs and fairgrounds operated by travelling showpeople can reopen in Step 2 - no earlier than 12 April. These events will be subject to local authority approval. The rules on social contact outdoors will apply in these settings. For Step 2, this means groups must be limited to up to 6 people or 2 households.
Outdoor funfairs and fairgrounds will also need to be organised by a business, charity or similar organisation; comply with COVID-Secure guidance with reasonable steps to limit the risk of transmission and the completion of a risk assessment; and ensure that those attending do not mix beyond what is permitted by the social contact limits (unless another exemption exists, such as for work purposes, or supervised activities for children).
Remaining outdoor entertainment, such as outdoor theatres, cinemas (except drive-in) and circuses, will reopen in Step 3 - no earlier than 17 May, and at least five weeks after Step 2, following a further review of the data and the four tests.

We will re-enable outdoor events such as funfairs and fairgrounds in Step 2 of the roadmap, as referenced here, subject to local authority approval where required. Step 2 will take place at least 5 weeks after Step 1 and no earlier than 12 April, subject to an assessment of the data.
Whilst outdoor events are not currently able to proceed due to the national restrictions, my Department looks forward to working across Government and with Local Authorities, Public Health England and the sector itself to get funfairs running safely and successfully once they are permitted.

In order to be eligible for the grant funding which is available for closed businesses there are three key considerations for Local Authorities when determining the eligibility for a grant under mandatory closure schemes:
- Is the business paying business rates?
- Is the main service of that business required to close due to local or national restrictions?
- Is the business able to self-declare that it meets all scheme conditions, including eligibility and subsidy control requirements?
Where an organisation meets all these criteria, they are considered eligible for the Local Restrictions Support Grant (Closed). Both static and fixed fairground businesses may be eligible if they currently pay ongoing fixed property costs.
Where businesses are not eligible to receive support from mandatory grant schemes, they may be able to access support from Local Authority discretionary grant schemes including the Additional Restrictions Grant.

The Government has introduced a number of support measures for businesses and individuals through COVID-19, which fairgrounds and the wider outdoor events sector can access. These include various government-backed loans, as well as the extended furlough and self-employed support schemes. We also introduced a substantial, UK-wide cut in VAT for many tourism and hospitality activities, including admission to circuses and fairs, until the end of March.
In light of the national restrictions announced on 4 January, the Chancellor has announced one-off top up grants for retail, hospitality and leisure businesses worth up to £9,000 per property to help businesses through to the Spring. He also announced that a £594 million discretionary fund will be made available to support other impacted businesses.
This comes on top of the existing Additional Restrictions Grant discretionary funding and the Local Restrictions Support Grants.
On 13 January I met with representatives of the Showmen’s Guild of Great Britain to assess how we can most effectively support the fairground industry through this period. We also remain in close contact with the wider events sector via the Tourism Industry Council and the Events Industry Senior Leaders Panel to closely monitor the situation.

Eligibility for the Local Restrictions Support Grant (and the new one-off cash grants of up to £9,000) will depend on businesses’ individual circumstances. Businesses in England are eligible if they:
- occupy property on which they pay business rates (and are the ratepayer)
- have been required to close because of the restrictions
- have been unable to provide their usual in-person customer service from their premises
Businesses which are not eligible for these grants for closed businesses, for example because they are not legally required to close or because they do not occupy business premises, may be able to benefit from the Additional Restrictions Grant (ARG). We recently increased the funding available under this scheme to £1.6 billion across England. It is up to each local authority to determine eligibility for the ARG based on their assessment of local economic need; however, we encourage local authorities to support businesses which have been impacted by COVID-19 restrictions, but which are ineligible for the other grant schemes.
In addition to the grant schemes, we have made available a wider package of support including an extension of the furlough scheme until April; an extension of the COVID-19 loan schemes until March; a business rates holiday for all retail, hospitality and leisure business properties; mortgage holidays; enhanced Time to Pay for taxes; and VAT cuts and deferrals.
