Genuine and democratic national elections for all Palestinians, are crucial to the establishment of a viable and sovereign Palestinian State. We are supportive of Hamas-Fatah reconciliation attempts, and of the PA returning to resume government functions in Gaza, helping to improve the dire humanitarian and economic situation and restore effective and accountable governance. We continue to encourage the Palestinian leadership to work toward strong, inclusive, accountable and democratic institutions, based on respect for the rule of law and human rights.

The UK strongly condemns all acts of terrorism and incitement to violence, which are a significant barrier to achieving a negotiated solution. There can be no justification for such acts of violence. Every Israeli and Palestinian has the right to live in peace and security. We consistently call for an immediate end to all actions that act as obstacles to peace and undermine the viability of the two-state solution.

We are gravely concerned by the ongoing and increasing violence in the West Bank. We condemn recent the terrorist attacks in the Old City of Jerusalem and in the West Bank and have called for the cycle of violence to end. We are deeply concerned by continued incitement against Israel by Hamas and other actors we are clear the glorification of terrorists as “martyrs” is a barrier to peace and we condemn such glorifications. The calls for the murder of Palestinian politicians are also completely unacceptable. President Abbas and the Palestinian Authority have repeatedly demonstrated their commitment to non-violence and a negotiated two-state solution. It is important that the Palestinian leadership continue efforts to fully implement the recommendations of the Quartet Report regarding incitement. The Government is committed to making progress towards a two-state solution, and we will continue to press the parties to refrain from actions that make peace more difficult.

We welcome progression to the reconciliation agreement, which will see the Palestinian Authority (PA) resume administrative control of Gaza, and we are monitoring the situation closely. We are clear that any future Palestinian government must comply with the Quartet Principles: renounce violence, recognise Israel, and accept previously signed agreements. We support the PA, as the legitimate Palestinian leadership, in realising self-determination through an independent, sovereign, and unified Palestinian state encompassing the West Bank and Gaza.

The Government is not providing any assistance to help consolidate the recent reconciliation deal. Our longstanding policy on reconciliation remains that we support the Palestinian people in realising self-determination through an independent, sovereign, and unified Palestinian state. We welcome the Palestinian Authority’s (PA) return to Gaza on 2 October and the agreement to allow the PA to resume administrative control. This is an important and positive step toward the restoration of the PA control and effective governance. We encourage those involved in the talks to engage in good faith, to allow the PA to fully resume its government functions in Gaza, and ensure compliance with the Quartet Principles.

UK financial assistance to the Palestinian Authority is only used to help pay the salaries of health and education public servants in the West Bank. Only named public servants from a pre-approved EU list are eligible and a robust verification system validates that funds are used for the intended purposes. This enables around 25,000 young Palestinians to get an education, provides up to 3,700 immunisations for children, and around 185,000 medical consultations annually.

We support the Palestinian people in realising self-determination through an independent, sovereign, and unified Palestinian state based on the 1967 border with land swaps as appropriate. We have made it clear that we will engage with any Palestinian government that shows through their words and actions that they are committed to the rejection of violence and pursuit of a negotiated peace.

We deplore all forms of incitement, including any comments that could stir up hatred and prejudice, and are aware of Facebook posts related to this attack. The Consulate-General regularly encourages the Fatah leadership to exercise more control over the many Facebook pages associated with the organisation. We consider that the track record of President Abbas and Prime Minister Hamdallah shows their commitment to non-violence.

I am aware of reports of statements praising the actions of terrorists. This includes the recent statement from the Palestinian Ministry of Health, which praised Nashat Milhem as a martyr following his attack in Tel Aviv on New Year’s Day. We condemn the glorification of terrorism and all incitement to commit violence, whichever side it comes from. We regularly raise incitement with the Palestinian Authority, and have urged key figures to encourage calm and condemn violence.

We are concerned by reports of bomb attacks targeting Fatah officials in Gaza in November 2014 and on 15 February 2015. Investigations are still ongoing in Gaza into who was responsible. Since the formation of the interim technocratic government, we have supported Prime Minister Hamdallah’s efforts to return the Palestinian Authority (PA) to effective control of the Gaza Strip, which would allow the PA to take action to address such reports.

position, and that of the EU, remains that Palestinian reconciliation, if agreed on the basis of the principles set out by President Abbas in his speech of 4 May 2011, would be a positive step for the unity of a future Palestinian state and for reaching a two state solution. We do not presently plan to take any action, as this is a matter for the Palestinians.
